**What the role is**
- HR Services Centre (HRSC) is a new shared services set-up in the Ministry of Home Affairs HQ, that aspires to provide quality HR services for the workforce of MHA. We aim to innovate to deliver HR services professionally and with a heart, in partnership with Home Team Agencies and other stakeholders. There are six branches in HRSC. This post is under the Business Excellence and Service Branch, which oversees HRSC’s performance and governance, service experience, and HR systems in MHA. The jobholder is to lead a team in facilitating operational excellence for HRSC through the design and implementation of staff development frameworks and programmes and building an employee-centric workplace culture in HRSC. The jobholder will also need to collaborate with stakeholders to continuously improve HRSC’s performance through appropriate use of technology and training, as well as oversee governance and compliance of services by HRSC, with the relevant guidelines.

**What you will be working on**
- NATURE AND SCOPE 1. Implement a strong governance and training framework to ensure HRSC’s optimal performance. This includes briefing new supervisors, updating the plan and guidelines, as well as budgeting and procurement of the required programmes. 2. Oversee the implementation of the HR & Payroll (HRP) System Training Framework for HRP admin users in MHA, including the development and coordination of the relevant modules to be rolled out to the users. 3. Work with stakeholders to prepare HRSC well for audits and follow-ups, including proactive identification of vulnerable areas and formulation of mitigation strategies including technological or training solutions. 4. Design and implement engagement and development platforms and annual cycle of initiatives that recognise and encourage strong individual and team performance within HRSC to support business excellence. PRINCIPLE ACCOUNTABILITIES The jobholder’s principle accountabilities include: 1. Establish a training and governance framework and implementation roadmap to be conducted on an annual basis. 2. Surface gaps in policies or processes or areas of improvement to stakeholders and provide recommendations and relevant support to ensure business excellence. 3. Establish an annual calendar of suitable activities and platforms to promote staff development and engagement in HRSC to build a higher performing and more resilient organisation. MAJOR CHALLENGES 1. Foster a culture of excellence and innovation through appropriate development programmes and engagement platforms to motivate and recognise staff and teams at various levels and different functional roles across HRSC. 2. Working together with stakeholders to identify operational risks and develop a pragmatic mitigation and remediation plan, including training. 3. Understanding the diverse profile and learning needs of the HRP admin users beyond HRSC, across the Ministry of Home Affairs, so as to develop an effective HRP training framework for new and existing users.

- The job-holder should have: a) Ability to take a broad, strategic perspective as well as drill deep to understand business needs and challenges on upstream and downstream processes. b) Excellent interpersonal skills and interest to engage and establish rapport with internal teams and other stakeholders to achieve goals and objectives. c) Confident communication, strong writing, and problem-solving skills. d) Ability to work with uncertainty, like to experiment, and can respond quickly to change. e) Knowledge in governance and regulatory matters, IT solutioning and business intelligence tools would be an added advantage f) iHRP preferred
