**STATEMENT OF PURPOSE**
Corporate Development will support YHCEO, CMB and Yishun Health leadership to strengthen the work alignment of all work units across Yishun Health and its institutions. This is done by working at the following levels: a. Leadership b. Mission and strategies c. Organizational culture d. Structures & management practices e. Systems & procedures.
**DEPARTMENT FUNCTION(S)**
Corporate Development will enable this through the following department functions/sub-units of Corporate Development:
a. Corporate Planning
b. Insights & Analytics
c. Organization Development
d. Value Office
**MAJOR DUTIES AND RESPONSIBILITIES**
1. As Senior Executive / Executive, Corporate Development (Value Office), you will assist the Senior Manager / Manager of Corporate Development, Yishun Health (YH) in the development and deployment of policies, systems and processes, and lead the adoption of knowledge attitudes and practices, that together enable a holistic approach to value based care across the whole of Yishun Health. You will also assist in planning of new clinical services within Yishun Health in alignment with YH’s Unified Care Model (UCM). Detailed Scope
2. Defining and determining value of the Yishun Health model of care1 through: a. Development and subsequent roll out of value-based performance frameworks and indicators; b. Development of criteria for defining customer and patient populations; c. Develop and drive adoption of performance measurement and cost measurement using value-based methods;
3. Support continuous improvement of value through: a. Supporting the development of logic models in Yishun Health by macro, meso and microsystems teams; b. Working with operations and finance to define standard work processes and standard costs; c. Building up enablers, capabilities and capacity to scale up value based care approaches and methods, such as: i. Training and curriculum development; ii. Informatics system enhancements;
4. Commissioning and/or conducting the necessary systems and services evaluation, research, surveys or studies where required; a. Assist in development of a tool for segmentation of population based on needs and service utilization to guide UCM care provision;
5. Clinical Services Planning and Development a. Assisting senior clinicians in planning new clinical services in alignment with YH priorities and UCM; b. Working with various stakeholders (including but not limited to operations, finance, senior management, etc.) to develop a coherent clinical service plan;
6. Liaising with external agencies, e.g. Ministry of Health and NHG institutions in work streams related to Value-Based Care;
**JOB REQUIREMENTS (A) EDUCATION, TRAINING AND EXPERIENCE**
Relevant degrees and experience from both clinical, public health and administrative fields, within the context of ensuring a balance of skills and experience within the Corporate Development team as a whole rather than that of the individual, as determined by Director, Corporate Development, from time to time. Experience in health and healthcare field is an advantage.
Yishun Health is a network of medical institutions and health facilities of the National Healthcare Group in the north of Singapore. It comprises Admiralty Medical Centre, Khoo Teck Puat Hospital and Yishun Community Hospital.
