Overview
The Head of Workforce Planning and Change Management leads the workforce and manpower planning, and change management. This position oversees all workforce transformation, manpower budgeting, and change management efforts to ensure alignment with business growth, operational excellence, and industry standards.
Responsibilities
Lead the implementation of Resort-wide Workforce Strategy in line with corporate goals and Singapore's tourism manpower development frameworks.
Oversee organisation wide manpower planning, forecasting, and budget allocations across all departments.
Serve as RWS co-representative in HR engagements with Agencies on manpower-related matters.
Oversee workforce transformation and partner the BUs and COE Talent & OD on training roadmaps to future-proof skills and capabilities.
Ensure manpower strategy aligns with productivity targets, operational demands, and service excellence goals.
Requirements
Bachelor's or Master's degree in Human Resources, Business Administration, or a related discipline with minimally 10 years of experience in manpower planning, workforce transformation, and change management within large-scale organisations.
Proven track record in developing and executing workforce strategies, leading transformation programmes, and managing change initiatives.
Strategic and long-term workforce planning capability.
Strong business acumen and financial management, especially in manpower budgeting.
Strong leadership and people management skills.
High-level negotiation and stakeholder engagement skills.
Excellent communication and presentation abilities for board-level engagements.
Strong analytical mindset with the ability to request and interpret workforce data, translate them into problem statement, and develop solutions with an actionable milestone to align with strategy.
