What the role is: The HR Leaders Professional Development Programme (HRL PDP) is designed to prepare you for a HR leadership role in the Public Sector and help you develop the skills and competencies to lead the HR function in a public sector agency. Throughout the programme, you will receive comprehensive training, personalised mentorship, and opportunities to rotate through various stints in PSD. As a successful candidate, you will assume an advisory or project lead role for projects during your deployment to Public Service Division. This will enable you to gain a deeper understanding of the Public Service HR context and policies, and ready for your next deployment as a HR leader in a suitable government agency to lead the HR department in the full spectrum of HR functions and programmes. The successful candidate can also expect participation in formal training and engagements curated for HR Leaders within Public Service. The programme offers structured development for candidates with a keen interest to contribute to the Public Service in a senior management role. You will have the opportunity to experience various business functions within Public Service Division. The programme will also place successful candidates into suitable roles that will challenge them and provide for growth and job satisfaction. What you will be working on: Your key responsibilities are listed below:Oversees the development and implementation of effective workforce solutions, through strategic workforce planning, organisation design and policy formulation to ensure alignment with organisation’s business goals. Direct and lead efforts on learning and career development to build an environment where officers’ potential are maximized, and meaningful careers are created. Drive organisational change through organisation development and culture-building efforts, considering future organisational needs, external landscape and developments. Lead efforts to review employees’ service journeys, to ensure a positive employee experience that secures their commitment to the organisation and alignment to the overall mission and values. Foster and facilitate trusted partnership with key internal and external stakeholders (e.g. senior management, fellow HR Leaders and members of the HR community, union leaders and industry counterparts) to uplift HR capabilities. What we are looking for: A HR Leader in the private sector who wants to contribute to the public sector. A strong HR deputy who is looking to take on a leadership role. Key Competencies Required: Thinking Clearly and Making Sound Judgement: Ability to conceptualise and articulate policies, as well as translating strategies to operations. HR Business Partnership: Ability to work with top management as a strategic advisor to identify and prioritise HR initiatives to support organisation’s needs. Organisation Design: Ability to lead the organisation’s restructuring and job design process and advise stakeholders on organisation design approaches. Recruitment and Employer Branding: Ability to build a positive work environment that secures employees’ commitment to the organisation and alignment to the overall mission and values. Performance Management: Ability to drive objective, competency-based approach to performance management in organisation and advise on how performance management philosophy can evolve in line with market practices, changing workforce composition and future business objectives. Working Effectively with Stakeholders: Excellent communication and interpersonal skills with the ability to engage people at all levels. Technically competent in the full spectrum of human resource planning & management functions, with experience developing and executing people strategies. Work Experience: Between 10-15 years of functional experience in HR, organisational development. At least 4 years of leadership experience.
