Our People and Culture team plans, builds and designs people strategies to ensure that Rainbow Centre (RC) has a competent and passionate workforce to meet the aspirations of our service users. The Senior Specialist, People & Culture (Business Partnering) will provide strategic HR advice on employee matters, analyze metrics to improve work relationships and productivity and ensure compliance with relevant manpower regulations and policies for portfolio units.
Key Accountabilities
Plan HR and workforce strategy and organisation development
Deliver HR strategies and plan to organisation’s current and future business strategies in consultation with business leaders
Maintain high service quality standards, service level agreements, and service excellence metrics according to service management framework
Advise unit leaders of portfolio unit(s) on implications of current and future workforce supply and demand
Develop and engage talent
Support and execute RC’s learning and development strategies for portfolio unit(s) and meet organisational requirements
Work with unit leaders to align career goals, aspirations and rotations of the workforce with the RC’s strategies
Guide unit leaders and communicate to people managers to cascade KPIs and performance goals to their employees and communicate performance ratings
Discipline and conduct Exit Management
Guide unit leaders to comply with legal obligations when dealing with voluntary exits
Manage cases of grievance handling, management of misconduct, involuntary exit decisions and alternatives in compliance with legal obligations alongside unit leaders
Suggest alternate HR policies to unit leaders to minimise the impact of redundancies
Analytics and insights
Understand the organisational strategy and competitive environment in which RC operates in, and determine its potential implications on the workforce
Look across a series of data and anticipate implications on HR practice; Leverage on technology to effectively deliver quality HR services including benefits administration, database maintenance, training administration, reporting and analyses
Deliver future-ready HR policies and strategies, referencing local and global HR trends and best practices, taking into consideration context, economic outlook and available support to meet organisational needs
Relationships and communication
Deliver high impact, consistent and accurate messaging using appropriate tools to drive engagement, aligned with the organisation-wide communications strategy
Employ negotiation and conflict management skills to help different parties achieve their desired outcomes
Understand organisational and individual challenges, work with portfolio unit(s) leaders to define the problem and identify root cause of the people related issues, providing resources to advise portfolio unit(s) leaders to determine the appropriate course of action in people related matters
Develop Self and Others & Innovate for Greater Impact
Support long-term objectives for the HR business partnering function that align with the strategy of the organisation
Collaborate with the BP and larger P&C team to translate business strategy into annual performance goals and departmental objectives
Proactively seek learning and upskilling opportunities and set stretch goals to drive own professional development
Job Holder Requirements
A good tertiary qualification in Human Resource Management or related field
5 years of relevant experience, with at least 2 years in a Business Partnering role
