Key Responsibilities Operational Support & Coordination Improving the completion rate of Seagull CBT Preparing for Promotion Panels Enhancing the Seafarer Training Plan Updating the EMR001 Training Matrix Reviewing and verifying training-related invoices Coordinating cadet training arrangements Managing Ship Manager Seminars (held twice annually)Monitoring the effectiveness of training (in line with TMSA requirements)Preparation of internal/external audits Implementing system enhancement (e.g. Shipmate)Support the transition of tasks from ENCRW (TBC)Monitor, Administrative, Engagement & Communication Ship Specific Training – Training Matrix: Liaising with ENSMS regarding the sea staff training matrix and any required annual amendments. Discussing additional or new training needs for vessels with the fleet teams. Ensuring all manning agents, vessels, and PAL have the latest version of the matrix and are in compliance. Ship specific Training – Coordinating and assisting with all ship-specific training. This includes working closely with manning agents to ensure all required training is planned according to the matrix, and resolving any outstanding issues in regular meetings with manning agents. Approving third-party training, verifying costs against the budget, and providing PO to training providers where required. Communicate directly with new training providers to discuss costs and needs, and coordinate training sessions for different nationalities. Monitor the training status across the fleet by reviewing monthly reports from manning agents and using ShipMate to ensure all records are up to date. Common/ MOL Standard training – Monitoring of all common training, such as BRM, ERM, and CCRM. Regularly liaising with each manning agent to close outstanding issues and sharing training resources between manning agents and training center. Communicating between Tokyo and the training centers concerning new courses and their alignment with required manning locations. Monthly Training Reports – Checking of the Monthly Training reports received from each of the manning agents cross-reference with the completed under the training advance fee, etc. Training Requests/ Recommendations (Outside the Matrix/Budget ) – Handling requests from appraisals, the fleet team, interviews, briefings, or incidents. This includes researching training providers and available courses, checking costs and their impact on the budget, and communicating with manning agents to implement the necessary training New Projects/New builds – Create and implement training matrix. This involves discussing vessel-specific training needs with the fleet team, researching and gathering information on new courses, and collaborating with manning agents to ensure the crew is fully trained before the vessel is delivered. Effectiveness of Training Measurement (ETM) – Feedback forms and evaluations, which includes the monitoring and record-keeping of all feedback received for training courses Other training issues – Assisting with new training projects, requirements, or issues that arise. For example, exploring alternative training plans for Russian officers or working with training centers to offer courses that are otherwise unavailable, such as Azipod training. This also includes looking into remote learning via face-to-face sessions as a more cost-effective alternative. Sea staff Training and Development plan – Issuing and maintaining records for the Sea Staff Training and Development (T&D) plan. Cadets Cadet Planning for all vessel and manning agents. This includes working with manning agents to ensure cadets are properly planned and kept within budget. Seagull/ Ocean Learning Platform (OLP)/ Onboard Training Coordination with Ocean Learning Platform between vessels and the Ocean Learning Platform regarding ongoing issues. CBT Matrix & Invoicing: Communicate with ENSMS, GST, and Ocean Technology regarding changes and amendments to the CBT Matrix, contracts, and invoicing. Maintain records of PSE004 Forms and ensure all vessels are in compliance. Run and distribute quarterly Seagull reports to each vessel using the OLP database. Monitor and check the OLP database for updated records, training, and RankSTEP. Annual CMS Audit – Complete the CMS Audit questionnaire and collect and submit all relevant documentation. Finance Verify all training invoices against the training matrix, Shipmate, and budget sheets to ensure accuracy. Set up new training providers as vendors in our system. Prepare annual training budgets for all vessels. This includes liaising with manning agents for upcoming training and checking advance training fees, etc. Provide a year-end cost analysis of the training budget, including comments on any overspend or underspend. Create training budgets and cost projections for all new builds and projects. Seminars Coordinate and liaise with the Ship Manager, Manning Agents, and Tokyo for all bi-annual crew conference seminars. Create the agenda for the Seminar. Maintain records for all crew conferences, Feedback, attendance and related videos. Arrange and coordinate all teambuilding events for seminars. Other Manage training provider agreements and contracts, including those for Seagull (Ocean Technology) and other third-party providers. Handle the sending and record-keeping of Basic Education emails to all vessels. Respond to all audit questions and provide the necessary evidence and documents for all training-related inquiries during external and internal audits. Qualifications and Experience Minimum 2 years shore experience in ship management company, preferably crew training management related. Good computer skills Microsoft Office PAL Shipmate Ocean Learning Platform (OLP), etc. Comprehensive knowledge of industry regulations, including STCW, MLC, ISM, IMO, TMSA, Flag state requirements, and Crew’s documentation & license. Comprehensive knowledge of industry regulations, including STCW. Familiarity with industry related database systems or the ability to be trained as a high-level user. Able to work with minimum supervision. Flexible and able to work across cultural lines. Team worker with good interpersonal skills.
