Senior / Manager (FSP) - Finance Systems Policy (Means Testing)

Overview
The Finance Systems Policy Division (FSP) oversees and manages various systems to translate healthcare financing policies into operational realities.Healthcare is kept affordable in Singapore through government subsidies and 3Ms (MediShield Life, MediSave and MediFund). You will be joining the team that manages the systems that enables these financing schemes and will be responsible for the systems that provides Singapore residents’ eligible subsidy rates for MOH’s schemes. You will work with various stakeholders to implement policies to improve the affordability and accessibility of healthcare for patients while ensuring sustainability.We are seeking individuals with strong critical thinking and problem-solving skills to navigate the ever-changing healthcare financing landscape. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.
What you will be working on
Key responsibilities
Product Design and Implementation: Participate in the policy and operational process design and review with internal and external stakeholders.
Product Design and Implementation: Analyse and translate business requirements into system design and requirements.
Product Design and Implementation: Develop strategic roadmap for system features to support policy objectives and operational processes and prioritise delivery.
Product Design and Implementation: Facilitate and conduct usability testing and review end-to-end testing outcomes to ensure features work as intended.
Operational Continuity: Maintain oversight and provide guidance on resolution to system operational issues, including possible data patches.
Operational Continuity: Review and solve systemic operational issues (if any).
Safeguard Data: Maintain and update data access and sharing policies, in accordance with prevailing WOG guidelines.
Safeguard Data: Manage data requests from external stakeholders, in accordance with data governance practices.

Candidates with the following will have an advantage
Prior experience in healthcare sector
Prior experience in policy development and/or operationalising policies
Knowledge of healthcare financing schemes
As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
