As a Digital Business Analyst, you will work within a Government Agency as a key member of the GovTech project team. You will support the CIO and collaborate with project managers, solution architects, and technical consultants to deliver innovative digital solutions. You should be proactive, self-motivated, resourceful, and possess strong influencing and stakeholder management skills. You will manage multiple projects and seek new ways to apply digital technologies to meet agency and citizen needs.

Responsibilities include:

  • Partner with business teams to elicit needs through human-centric and visual methods.
  • Apply Design Thinking and Service Design to identify gaps and develop future solutions.
  • Evaluate and recommend suitable technologies aligned with GovTech’s directions, such as cloud solutions and modernization of legacy systems.
  • Determine appropriate development approaches (Outsourced, Co-Sourced, In-house).
  • Develop user stories, specifications, and acceptance criteria with the team.
  • Ensure product readiness for deployment and operations.
  • Analyze change impacts and propose improvements, working with support teams on technical issues.
  • Assist CIO in identifying new opportunities for digital transformation.
  • Deepen knowledge of agency operations and identify transformation opportunities.

Qualifications:

  • Diploma/Degree in Computer Science, Infocomm Technology, or related fields.
  • At least 3 years’ experience in a similar role, ideally with consulting, software development, or design background.
  • Proven experience working in Agile, product-centric teams.
  • Knowledge of AI tools and concepts.
  • Strong analytical, facilitation, and problem-solving skills, especially in discovery and prototyping.
  • Excellent stakeholder engagement and communication skills.
  • Motivated, quick learner, and adaptable.
