Assistant/Deputy Manager, Housing Governance

Key Responsibilities Maintains and regularly update Housing policies and SOPs in compliance with FEDA, PDPA, fire safety, dormitory regulations, and ESG standards, coordinating reviews with Legal and Compliance. Develops dorm compliance scorecards, conduct periodic site audits, and ensure timely closure of findings from regulatory authorities such as MOM, SPF, SCDF and NEA. Oversees consolidation and monthly variance analysis of Housing Opex/Capex; support business‐case preparation for initiatives such as GIRO rollout, arrears policy, and infrastructure upgrades. Reviews tenancy and vendor agreements for appropriate governance and risk clauses, ensuring billing accuracy, arrears tracking, and lease compliance in collaboration with Finance and Legal/Risk teams. Manages incident reporting, escalation, and post‐incident reviews according to CMP, SOPs etc, ensuring documentation of lessons learned. Prepares, reviews, and maintains Risk Assessments (RA) and Safe Work Procedures (SWP) for key maintenance activities; oversee PTW adherence for high‐risk operations. Ensures proper implementation of risk controls and maintain traceable RA/SWP documentation and audit registers to support inspections and internal reviews. Supports Dormitory Managers in understanding and implementing SOPs and compliance expectations through training, briefings, and governance workshops. Assists GM Housing in compiling documentation and reports for internal/external audits, senior leadership reviews, and compliance reporting requirements. Liaises with internal stakeholders and external regulators to align governance standards and maintain Housing's audit readiness. Maintains organized, up‐to‐date governance and compliance records to support audit traceability and regulatory inspections. Requirements Degree/Diploma in Business, Accounting, Facilities/Housing Management, or related field. Minimum 3 years combined experience in any of: audit, compliance, governance, finance, or large‐scale facility management. Experience in worker accommodation or regulated environments will be an advantage. Knowledge of workplace safety requirements under WSH Act, FEDA, or MOM dormitory regulations. Familiarity with RA/SWP preparation or a bizSAFE Level 2 Certificate is advantageous. Experience in policy/SOP drafting, audit remediation, and budgetary oversight is advantageous.
