Title and Summary
The Public Sector Business Development Manager is responsible for developing and managing relationships with relevant governmental institutions and agencies. The ideal candidate will have experience in capturing early new business opportunities, through response to regional public tenders issued by government institutions, as well as direct application to available funds, potentially with partners. The role also includes overseeing the development and submission of high-quality proposals, bids, quotations, and RFP responses that describe our products and services in response to requests from prospective governmental institutions.
Responsibilities
- Identify and assess potential business opportunities leveraging Mastercard assets and capabilities with regional/market institutions and agencies
- Develop and maintain relationships with key decision-makers at governmental institutions and agencies relevant to Mastercard's public sector business
- Oversee the development and submission of proposals, bids, quotations, and RFP responses
- Develop proposals for applications to relevant governmental funds
- Build partnerships with other organizations to increase success chances
- Monitor project progress ensuring all requirements are met
- Report project results and identify future business opportunities
- Coordinate technical and procedural aspects of proposals
- Collaborate with internal contributors and subject matter experts in proposal preparation
- Manage internal approval processes and address escalations
- Review and analyze losses to recommend process, product, and capability enhancements
Qualifications
- Master's degree in business administration, international relations, or related field
- 5+ years experience in business development in the Public Sector, focusing on regional governmental institutions and agencies
- Experience in proposal management within a multinational enterprise
- Experience with public tenders and procurement processes
- Excellent written and verbal communication skills in Japanese and English
- Strong organizational, analytical, and problem-solving skills
- Ability to work independently and in teams
- Ability to handle pressure, meet deadlines, and manage multiple tasks
- Fluency in English and another language
- Location: Tokyo, Japan
- Consulting background is preferred but not essential
