Job Title: Technical Operations Manager
Job Description

The Technical Operations Manager is responsible for overseeing the technical management and maintenance of assigned bulk carrier vessels. This involves ensuring safe, efficient, and compliant operations in accordance with international, flag state, and class requirements.

The role also entails planning, coordinating, and supervising routine and ad-hoc repairs, as well as periodic dry dockings, to optimize vessel availability and performance.

In addition, the Technical Operations Manager will monitor and enforce compliance with relevant regulations, including ISM, ISPS, IMO, SOLAS, and MARPOL.

A key aspect of this position is preparing, managing, and controlling vessel operating expenditure (OPEX) budgets, ensuring cost-effectiveness and financial discipline.

The Technical Operations Manager will conduct regular vessel inspections, generate reports, and ensure timely implementation of corrective actions.

This role also involves providing technical support and guidance to vessel crews, promoting a safety culture and operational excellence.

Furthermore, the Technical Operations Manager will investigate technical incidents, analyze root causes, and execute preventive measures to minimize future risk.

Liaising with shipyards, suppliers, and contractors for the procurement of spares and services is another critical responsibility, requiring high standards of quality and timely delivery.


Required Skills and Qualifications

To be successful in this role, you will require:

  • A diploma in Marine Engineering, Naval Architecture, or a related maritime discipline.
  • A minimum 3-5 years' experience as Technical Superintendent managing bulk carriers; Chief Engineer sea-going experience is preferred.
  • Possession of a valid Certificate of Competency (COC) as Chief Engineer (Class 1) or equivalent is advantageous.
  • A sound understanding of international and Singapore maritime regulations, class, and flag requirements for bulk vessels.
  • Strong organizational, analytical, and communication skills with the ability to manage multiple priorities.
