Job Title:
IT Engagement Manager, Public Sector

Description:
We are seeking an experienced and dynamic IT engagement manager to join our team. This role focuses on strategic engagements within Singapore's public sector. The ideal candidate will possess a deep understanding of public sector dynamics, a proven track record in managing large-scale IT projects, and significant experience in IT consulting.

Responsibilities:
1. Strategic Engagement & Relationship Management
a. Act as the primary point of contact and trusted advisor for key public sector agencies in Singapore, building and maintaining strong, long-term relationships at various levels (senior leadership, IT teams, business users).
b. Understand the strategic IT roadmap, digital transformation initiatives, and evolving needs of public sector agencies to proactively identify opportunities for engagement and collaboration.
c. Translate complex business requirements and policy objectives into actionable IT solutions and project proposals.
d. Facilitate effective communication and collaboration between internal technical teams and external public sector stakeholders.

2. Project & Program Management (Large-Scale Public Sector IT Projects)
a. Lead and oversee the end-to-end delivery of multiple large-scale and complex IT projects for public sector clients, ensuring projects are delivered on time, within budget, and to the required quality standards.
b. Demonstrate strong project management discipline, including scope definition, resource planning, risk management, issue resolution, and quality assurance.
c. Manage project teams, including internal staff, vendors, and external consultants, fostering a collaborative and high-performing environment.
d. Proven experience in successfully completing at least 3 large-scale IT projects for the Singapore Public Sector.

3. IT Consulting & Solutioning
a. Provide expert IT consulting advice to public sector agencies, guiding them on technology strategy, digital transformation, system integration, and IT best practices.
b. Conduct needs assessments, feasibility studies, and solutioning workshops to define optimal IT solutions.
c. Develop comprehensive project proposals, statements of work (SOWs), and technical specifications.
d. Stay abreast of emerging technologies and industry trends relevant to the public sector in Singapore.

4. Pre-Sales & Business Development Support
a. Support pre-sales activities by understanding client requirements, crafting compelling proposals, and participating in presentations to prospective public sector clients.
b. Identify new business opportunities within existing client accounts and contribute to the growth of our public sector portfolio.

Requirements:
* Minimum Bachelor's Degree in any IT/Computer Science Discipline or Management
* Over 10 years of experience specifically within the IT sector, with a significant portion (ideally 8+ years) focused on engagements with the Singapore Public Sector
* Demonstrable experience in managing and successfully completing at least 3 large-scale IT projects for public sector agencies in Singapore
* Strong background in IT Consulting, including experience in advising clients on technology strategy, solution architecture, and digital transformation
* Excellent understanding of the Singapore Public Sector's IT landscape, government policies, procurement processes, and digital government initiatives
* Proven ability to manage complex stakeholder environments, including senior government officials, internal teams, and external vendors
* Exceptional communication, presentation, negotiation, and interpersonal skills
* Strong leadership qualities with the ability to inspire and motivate project teams
* PMP, PRINCE2, or equivalent project management certification is highly desirable
* Singapore Citizen or Permanent Resident (PR) is required due to the nature of public sector engagements
