SkillFuture Singapore (SSG) is a dynamic and forward-thinking organization dedicated to empowering individuals and shaping the future of Singapore's workforce.

We are seeking a skilled professional to join our RPD team in guiding the strategic direction of SSG, particularly in planning resources and overseeing budget and manpower management to achieve agency goals.

The successful candidate will be responsible for formulating corporate-level funding policies and parameters, evaluating budget requests from programme partners, securing and optimizing manpower resources, and managing Whole-of-Government (WOG) CET grants.

This critical role ensures funded programs align with WOG and SSG funding policies, support SkillsFuture initiatives, and strengthen grants policies and governance within SSG and at WOG level.

The ideal candidate will possess strong project management and stakeholder engagement skills, with a good understanding of funding policies and concepts, as well as familiarity with governance issues, risk management, and compliance matters.

Key Responsibilities:

  • Funding Policy Formulation: Develop and review terms and conditions for SSG grants, ensuring obligations are imposed on grant recipients
  • Budget Evaluation and Management: Evaluate budget requests from programme partners and oversee the allocation and management of resources
  • Manpower Establishment Planning: Secure and optimize manpower resources to implement SSG's programmes and agency operations
  • Whole-of-Government (WOG) CET Grants Management: Lead the management of WOG CET grants and strengthen CET grants governance for WOG and SSG

Requirements:

  • Manager: Up to 6 years of relevant work experience in funding policies, governance, and risk management
  • Senior Manager: At least 6 years of relevant work experience in funding policies, governance, and risk management
  • Good project management and stakeholder engagement skills
  • Good analytical and critical thinking skills
  • Detail-oriented, meticulous, and systematic
  • Independent and self-motivated, enjoys variety and new challenges, and able to work well in a team
