Operational Systems Manager

The role of Head of Operations is a key position within the Immigration and Checkpoints agency. The jobholder will support the Deputy Director in coordinating with other teams, managing staff, and overseeing all operations, project management, and governance matters related to systems at various checkpoints.
As a point of contact, you will facilitate seamless integration of ICT, non-ICT, B&I, and Platform systems deployed at land, sea, and air checkpoints. You will also be responsible for coordinating within the ISTU team and other teams of C2 systems, Border Security, and Identification.
Responsibilities- Oversight of all systems in the ICA Checkpoints
- Primary point-of-contact to ICA for close coordination internally and externally with other teams to facilitate seamless integration of all ICT systems, non-ICT systems, B&I as well as platform systems deployed in the ICA Checkpoints
- Build team competency and deepen specialisation of ISTU staff for all systems deployed in ICA Checkpoints including ICT, non-ICT, B&I and Platform systems through sharing best practices, knowledge sharing and relevant staff training/courses
- Manage staff morale and team performance; manage and review staff appraisals
- Lead team to track asset management (right up to disposal after system decommissioning), timelines and budget of contract/license renewals, system upgrades and enhancements and system performance metrics (availability, response time, turnaround time) that impact ICA operations
- Lead team to ensure systems are in line with prevailing policies and Instruction Manual standards; guide staff papers for management approvals; work with auditors to provide support and investigate audit findings
- Lead team in incident reporting, root cause analysis and response planning for prompt resolutions
Required skills and qualifications include a tertiary qualification in Computer Studies, Information Technology, Electronics, Electrical Engineering or equivalent, at least 10 years of Project/System Management experience, 5 years of staff management experience, positive and can-do attitude, ability to cope with heavy workload and demonstrate integrity, good interpersonal, verbal, presentation and written communication skills, and excellent stakeholder management skills.
