The Public Service Transformation Specialist will manage a portfolio of programmes to deepen digital literacy and transformation capabilities.


Conceptualising online, blended or classroom learning interventions for the Public Service involves identifying learning needs, designing curriculum, working with subject matter experts to develop training materials, and evaluating learning interventions on Digital Skills.


This role requires working with subject matter experts to shape course learning outcomes and developing training materials. The Public Service Transformation Specialist assesses and monitors the impact and effectiveness of learning interventions at the individual trainee and/or organisation level.


Contributing to market intelligence gathering and research in Learning and Development ensures that programmes are up-to-date with upcoming and future trends and developments.


Undertaking research and implementing initiatives/programmes to drive technology-enabled learning is essential. The Public Service Transformation Specialist contributes to consultancy projects to support public agencies in their transformation journey by applying methodologies such as design thinking and process improvement.


Project managing the development of programmes and other workstreams, the Public Service Transformation Specialist manages stakeholder relationships and project progress within timelines.


Requirements:

At least 2-4 years of relevant working experience in L&D and instructional design is required. Knowledge of current trends in technology (e.g. AI, programming, RPA, data analytics, digital transformation) will be a strong advantage.


Strong project management, analytical, and communication skills (both written and verbal) are necessary. Self-motivation, proactivity, meticulousness, and resourcefulness are also essential.


Ability to work and thrive in a fast-paced work environment is crucial. Possessing professionalism and confidence in dealing with people at all levels, especially stakeholders in lead agencies, is important.


Ability to work collaboratively with internal and external partners is required.
