The role of Learning and Development Specialist involves conceptualizing online, blended, or classroom learning interventions to deepen digital literacy and transformation capabilities in the Public Service.


Key Responsibilities:
  • Conceptualize and design online, blended, or classroom learning interventions for the Public Service, including identifying learning needs, developing curriculum, and working with subject matter experts to create training materials.
  • Collaborate with subject matter experts to shape course learning outcomes and develop training materials that meet the needs of the Public Service.
  • Evaluate the impact and effectiveness of learning interventions at the individual trainee and/or organization level, providing actionable insights to inform future development.
  • Contribute to market intelligence gathering and research to stay abreast of emerging trends and developments in Learning and Development.
  • Develop and implement initiatives to drive technology-enabled learning, leveraging innovative solutions to enhance learner engagement and outcomes.
  • Provide consultancy services to public agencies, applying methodologies such as design thinking and process improvement to support their transformation journey.
  • Project manage the development of programs and workstreams, ensuring timely delivery and alignment with stakeholder expectations.

Requirements:
  • A minimum of 2-4 years of relevant working experience in Learning and Development and instructional design.
  • Knowledge of current trends in technology, including AI, programming, RPA, data analytics, and digital transformation, is highly desirable.
  • Strong project management, analytical, and communication skills, with the ability to work effectively in a fast-paced environment.
  • Self-motivated, proactive, meticulous, and resourceful, with a strong ability to collaborate with internal and external partners.
