Procurement and Contracts Operations Role

You will play a critical role in supporting procurement and contracts operations. Your primary responsibility is to source and evaluate quotations for construction materials, equipment, and subcontractor services.


Key Responsibilities:
  • Sourcing and evaluation of quotations for construction materials, equipment, and subcontractor services.
  • Negotiation of contracts, terms, and conditions with suppliers.
  • Identification of cost-saving opportunities and implementation of measures to achieve cost reductions.
  • Ensuring procured materials and services meet required quality standards and specifications.
  • Coordination with stakeholders to address quality issues promptly.
  • Processing purchase requisitions and raising purchase orders in accordance with internal approval processes.
  • Monitoring order status, coordinating timely deliveries, and supporting site logistics planning.
  • Maintenance and update of approved lists of vendors and subcontractors based on performance and compliance checks.
  • Assistance in vendor performance reviews and ensuring delivery standards meet safety and environmental requirements.
  • Proper documentation of all procurement transactions in line with ISO and regulatory audit standards.

Quantity Surveying Support:
  • Communication with QS team members to gather information for inviting quotes.
  • Sourcing for subcontractors, suppliers, and vendors.
  • Tabulation of quotations for cost comparison.
  • Support to Quantity Surveyors in managing site progress activities.
  • Support to Quantity Surveyors in monitoring cost.
  • Performance of quantity takeoff.

Requirements:
  • Diploma in Quantity Surveying, Civil Engineering, Building, Construction Management, or related discipline.
  • 3 to 5 years' relevant experience in construction procurement or QS roles.
  • Proficiency in MS Excel, Word, and ERP systems.
  • Able to read drawings/specifications/preambles.
  • Strong negotiation, interpersonal, and communication skills.
  • Highly organized, with ability to work under pressure and meet tight deadlines.
  • Experience with public sector projects.
  • Willingness to work in the Tuas area.
