Job Summary

CTES CONSULTING PTE. LTD. is seeking a highly skilled Deputy Director, HR Project Office Lead to join our team. As a key member of our HR department, you will be responsible for leading annual manpower planning exercises, analyzing workforce trends and metrics, and providing strategic workforce planning recommendations to support executive decisions.

Key Responsibilities
  • Manpower Planning and Policy Development

Develop and implement manpower policy for the University, including the process for establishing new positions and replacing existing positions in the Delegation of Authority.

Headcount Rationalization and Organization Structure Management

Review new and replacement headcount requests and organization structures with HR Business Partners and present these requests at Headcount Rationalization Panel meetings, alongside HR's assessment and recommendations.

Workforce Planning and Analytics

Analyze current and future workforce requirements and trends, and propose recommended solutions to drive business decisions and strategic workforce planning. This includes:

  • Working closely with University leadership to anticipate future demand and changes to education needs and assess the necessary manpower plans and capabilities to enable the University to meet these requirements.
  • Analyzing complex datasets to present useful manpower data for analysis and reporting.
  • Performing predictive analytics and modeling to determine workforce trends, such as projecting the number of new faculty required annually based on college faculty-to-student ratios and/or projecting admin manpower flows.
  • Designing and developing dashboards on workforce data and trends.
HRIS and Workday System Improvement

Partner with HRIS to facilitate ongoing improvements to the Workday system for manpower planning.

Manpower Data Provision

Provide accurate and timely manpower data to both internal and external stakeholders.

Requirements
  • Education

Degree in Business Analytics, Statistics, Human Resources, or equivalent.

Experience

At least 15 years of relevant experience in strategic planning, policy making, manpower planning, and capability development.

Skills

Excellent problem-solving capabilities and strong analytical and critical thinking ability. Deep interest and aptitude in data metrics and trends. Ability to work with senior stakeholders to translate data into meaningful information for supporting manpower and recruitment strategies and planning. Knack for presenting data in an easy-to-understand manner. Proven ability to multi-task and manage multiple projects. Excellent communication skills.

Preferred Qualifications
  • Technical Skills

Experience with Microsoft Excel, familiarity with statistical packages, and/or SQL.

Leadership and Stakeholder Management

Ability to work with senior stakeholders to translate data into meaningful information for supporting manpower and recruitment strategies and planning.
