We are seeking a highly motivated and adaptable Lead Strategic Foresight Manager to join our team at Careers@Gov.

This is a challenging role that requires the ability to work independently, as well as collaboratively in a team. The successful candidate will have a strong drive to solve problems and possess excellent communication skills.

The salary for this position is estimated to be around SGD 90,000 - 120,000 per annum, based on the current market trends and the company's policies.

Job Description

As a Lead Strategic Foresight Manager, you will be responsible for driving and managing the organisation's business strategies in contributing towards the stewardship and development of the Social Service sector.

  • Conduct research, analysis of internal and external landscape, to develop the short to mid-term strategies, aligned with larger systemic shifts and whole-of-government policy directions;
  • Manage the organisation's strategies, implementation plans, and engage stakeholders for alignment and execution;
  • Design and plan the annual work plan and mid-term strategy reviews, to provide recommendations in guiding NCSS forward.

You will also be responsible for developing, planning, and implementing the sector's forward strategy, which includes:

  • Conducting research and analysis of external landscape, macro trends, international/regional developments, to identify gaps and emerging opportunities that might impact the sector moving forward;
  • Developing short to mid-term sector strategies to guide the sector forward, with a common set of objectives to improve the quality of life of service users;
  • Partnering internal teams and external stakeholders to implement the future-directed plans.
Key Responsibilities

Some of your key responsibilities will include:

  • Performing strategic foresight research and analysis, to ensure that NCSS and the sector are well-positioned to meet future challenges;
  • Harnessing existing information sources and review international scans to identify global best practices and developments;
  • Identifying global and local emerging trends that impact the social service landscape and assess/analyse their implications;
  • Proposing recommendations and considerations for implementation, contextualised to the Singapore Social Service landscape;
  • Facilitating engagements with stakeholders to translate foresight analyses into strategies for implementation, taking into consideration the current reality and readiness of the organisation and sector.

Additionally, you will perform any other duties as assigned from time to time by the management.

Requirements

To be successful in this role, you will need to have:

  • A minimum of three years' experience in strategic planning or foresight positions;
  • Strong project and time management skills;
  • Excellent analytical, strategic, and conceptual thinking skills;
  • Strong communication (written and verbal) and presentation skills to engage, negotiate and mobilise internal and external stakeholders of different seniority.
