Product Development Lead

We are seeking experienced Product Managers to drive the development of impactful, user-centered digital products in the public sector. This role will play a key part in shaping platforms that serve citizens, businesses, and cross-agency needs, whether launching new initiatives or modernizing existing systems.

Job Description:

The successful candidate will own the full product lifecycle, from discovery and strategy to launch, scaling, and continuous improvement. They will develop clear, actionable product roadmaps aligned with policy objectives, user needs, and technical constraints. The Product Manager will collaborate closely with engineering, design, policy, and business stakeholders to deliver scalable, reliable products.

Responsibilities:

  1. Owning the full product lifecycle: discovery, strategy, launch, scaling, and continuous improvement
  2. Developing clear, actionable product roadmaps aligned with policy objectives, user needs, and technical constraints
  3. Collaborating with engineering, design, policy, and business stakeholders to deliver scalable, reliable products
  4. Applying systems thinking to design solutions that are sustainable, interoperable, and built for long-term public value
  5. Championing data-informed, user-centered product development practices across teams
  6. Leading and mentoring product managers; building and growing high-performing product teams
  7. Leading the development of new digital products and enhancing existing services at scale

Qualifications:

  • 8+ years of experience in product management, digital strategy, or related leadership roles
  • Proven success delivering products in complex environments, such as public service, enterprise, or regulated domains
  • Experience launching a product from 0→1 or driving end-to-end delivery of significant new features
  • Hands-on collaboration with engineering teams to design and build digital systems
  • Solid understanding of backend and frontend architecture and how it informs product decisions
  • Strong analytical skills and structured thinking; able to break down ambiguity into executable product plans
  • Skilled in agile practices, product discovery, experimentation, and stakeholder facilitation
  • Excellent communication and influencing skills across senior leadership, cross-functional teams, and external partners
  • Comfortable navigating ambiguity and shaping direction in evolving problem spaces
  • Experience managing and scaling product teams
