Job Summary

We are seeking a highly skilled and experienced Senior Manager, Facilities to join our team at Marina Bay Sands. The successful candidate will be responsible for overseeing the management of CAPEX, A&A, and Improvement Projects from initiation to completion, ensuring that time, cost, and quality requirements are met.

Key Responsibilities
  • Establish and manage project plans and schedules to ensure timely completion of milestones.
  • Manage design development to ensure design outcomes meet project objectives.
  • Review operational briefs and MEP designs for development, addition, and alteration projects.
  • Manage contractors and oversee their work.
  • Coordinate project completion and closeout activities, including handovers, as-built drawings, O&M, and defects management.
Job Responsibilities
  • Initiate projects by establishing project objectives, conducting project assessments, and preparing project plans and schedules.
  • Review operational briefs and provide facilities inputs.
  • Review concept, schematic, and detailed designs, as well as tender and construction drawings.
  • Evaluate cost estimates and prepare budgets based on project requirements and design.
  • Prepare and review project request for funding and source request documents.
  • Work with procurement to drive tender and sourcing processes.
  • Manage contractor onboarding, including kick-off meetings, safety orientations, and PTWs.
  • Document existing conditions prior to the construction phase.
  • Manage and review contractor submittals, including safety plans, risk assessments, shop drawings, and materials/samples.
  • Manage contractor works throughout the construction phase.
  • Administer contracts, including progress reports, payment certifications, and PMIs.
  • Manage discrepancies, punch lists, and defects.
  • Review and verify handover documents submitted by contractors.
  • Manage handover processes and conduct trainings for stakeholders and end-users.
  • Close out projects by conducting testing, obtaining statutory approvals, and final reconciliations, and generating close-out reports for the management team.
Requirements
  • Tertiary qualification in mechanical or electrical engineering, with good knowledge of building MEP services.
  • Postgraduate qualification in project management is an advantage.
  • Competency in Microsoft Office Suite applications is a prerequisite.
  • Competency in numerical and analytical application tools is a prerequisite.
  • Demonstration of personal commitment and curiosity to continuously upgrade oneself through various learning channels is an advantage.
Experience
  • At least 8 years of working experience in MEP design, consultancy, or construction roles.
  • Experience in project management in large-scale properties, such as integrated resorts, hospitality, mixed development, MICE, etc., is a prerequisite.
  • Experience in applying project management methodologies is an advantage.
  • Preference will be given to those with strong knowledge and experience in HVAC, pumps, metering/instrumentation/controls, and chillers/heat exchangers. Building automation and computer engineering software/hardware background is an added advantage.
Competencies
  • Technical competencies in all trades of building services and general MEP operations, particularly in large-scale properties.
  • Familiarity with standards, local codes, and statutory requirements.

  • Demonstrate strong leadership to manage contractors to achieve project objectives.
  • Ability to coordinate and complete planned projects on time, within budget, and within scope.
  • Demonstrate functional, resources, and financial management capabilities.
Communication and Interpersonal Skills
  • Excellent communication and interpersonal relation skills.
  • Ability to create comprehensive reports or other documents to communicate ideas or concepts related to complex or sensitive issues.
  • Fluency and ability to communicate in various languages in a multi-cultural team environment.
