Job Summary

We are seeking an experienced Crewing Manager to join our team at The Supreme HR Advisory Pte Ltd. As a key member of our crewing department, you will play a crucial role in managing the crew and ensuring smooth operations in the maritime industry.

Responsibilities

Main Responsibilities:
  • Lead and direct the Crewing Department, overseeing all aspects of crewing operations.
  • Manage the development and implementation of marine personnel budgets.
  • Support the preparation of crew cost estimates and participate in negotiations with seafarers' unions.
  • Source, recruit, and onboard senior and junior officers and crew members.
  • Maintain open communication channels with labor unions, negotiating collective bargaining agreements and presenting them to the director for approval.
  • Engage in interview processes for potential new senior officers and verify their qualifications.
  • Evaluate and ensure compliance with crew insurance policies.
  • Establish and enforce substance abuse protocols across all managed vessels.
  • Address and resolve disputes between senior officers and crew members in collaboration with charterers.
  • Perform regular vessel inspections to identify and address crew-related issues.
  • Collect and document P&I claims for crew members.
  • Keep stakeholders informed of changes in collective bargaining agreements.
  • Ensure that masters have access to relevant collective bargaining agreements.
  • Recommend and propose salaries, benefits, and working conditions for staff not covered by collective bargaining agreements.
  • Overall accountable for evaluating, training, and monitoring the performance of marine crew.
  • Identify, select, and supervise the activities of crewing agencies to ensure adherence to PRL requirements.
  • Conduct regular site visits to manning agents and carry out internal audits when necessary.
  • Identify and appoint medical facilities to conduct pre- or post-medical checks as required.
  • Negotiate and settle agency fees for crew recruitment.
  • Provide expert guidance and proposals on cadet, trainee, and recruitment programs.
  • Identify, select, and supervise the work of global marine travel agencies.
  • Cultivate strong working relationships with other teams to effectively manage the crew.
  • Work closely with the Sea Radiance (ship agency) team to ensure efficient operations.

Requirements

To succeed in this role, you will need:

  • A minimum of 5 years of relevant experience in crewing management.
  • Strong knowledge of crewing arrangements and human resources for OSVs, accommodation barges, AHTS, and PSV.
  • Proven track record of budgeting and cost control.
  • A diploma or degree in a relevant field, preferably with experience in marine crew recruitment and management.
  • A personal network of crew members can be beneficial.
  • Experience with ship agency and crewing agency operations is a plus.
