Role Overview

In this position, you will undertake cost management responsibilities on-site, including but not limited to the following:

  • Overseeing tendering and procurement processes, which includes managing pre-qualification stages, compiling tender lists, preparing preliminaries, conducting tender analyses, generating tender reports, and assembling contractual documents.
  • Ensuring accurate and timely cost checks and valuations on larger projects.
  • Measuring works and developing pricing notes.
  • Reviewing package bid forms, qualifications of bidders, and proposals for each procurement package.
  • Managing general procurement administration, including commercial and contractual support.
  • Providing regular updates on procurement progress and cost tracking.
  • Reporting on the status of procurement package delivery.
  • Developing implementation plans, encompassing timing, resources, and program management to achieve identified savings for assigned projects.
  • Advising on contingency percentages and projected cost escalations for labor and materials.
  • Participating in design meetings, bid interviews, and negotiations.
  • Evaluating contractors' basis of estimates and offering professional advice.
  • Leading negotiations for change orders and monitoring negotiation efforts.
  • Conducting sourcing events, including requests for quotations (RFQ) or proposals (RFP), negotiating with bidders, awarding bids with decision analysis, and drafting tender recommendation reports as necessary.
  • Validating general contractor costs of works, change orders, and monthly claim recommendations.

Required Qualifications

  • A degree in Quantity Surveying, Cost Management/Engineering, or a related field.
  • A minimum of 8 years of experience in relevant areas.
  • Strong technical knowledge and experience across the spectrum of cost management duties, including cost estimates, bills of quantities, value engineering, tendering and evaluation, contract knowledge, change orders, and final account close-out.
  • Preference for candidates with experience in industrial sectors, data centers, high-tech manufacturing, or semiconductor industries.
  • Background in consultancy with a solid understanding of mechanical and electrical (M&E) work.
  • A collaborative team player with strong leadership and problem-solving abilities.
  • Excellent communication skills, with the ability to negotiate, influence, and persuade effectively.
