Offshore Oil and Gas Procurement Specialist

Job Summary: We seek a seasoned Procurement Engineer to oversee the procurement process for offshore oil & gas projects. The successful candidate will have extensive experience in international trade terms, cross-border contract management, and taxation implications.
Work Requirements:
Fundamental understanding of international trade terms (Incoterms) and cross-border contract management skills
A thorough knowledge of taxation implications of cross-border contracts and payments
Exceptional negotiation, drafting, and contract interpretation skills
Strong commercial awareness and risk assessment abilities
Familiarity with machinery equipment (pumps, compressors, rotating/static equipment)
Familiarity with instrumentation systems (DCS/PLC, control valves, cabling)
Familiarity with structures (steel structures, modular fabrication)
Bachelor's degree in Mechanical, Chemical, Petroleum, or Industrial Engineering, Supply Chain Management, or related field
Minimum 10-15 years' experience in procurement for offshore oil & gas projects
Extensive knowledge of oil and gas offshore equipment, materials, and services
Experience working with EPC contractors, offshore engineering companies, or oilfield service providers
Experience with FPSO, LNG, or offshore platform projects is a must
Direct exposure to Middle East project contracts is a must
Experience in Middle East EPC projects, especially with NOCs, highly preferred
Proficiency in English and Mandarin Chinese to communicate with stakeholders and vendors
Ability to travel internationally, including extended stays in Singapore or project locations
Comfortable working in multicultural, multi-jurisdictional project teams
