Job Title: Associate, Corporate Facilities Management

Key Responsibilities:
  • Deliver efficient and cost-effective facility management to NCS property portfolio.
  • Plan, support, and execute comprehensive facility management programs.
  • Plan, upkeep, and oversee facilities management, including services such as pest control, landscaping, cleaning, logistics for events, and space planning.
  • Implement preventive and/or predictive maintenance programs for all building systems and related works to ensure availability of services at optimum function at all times.
  • Develop and implement response plans for emergency situations relating to property management business continuity plans, including necessary simulation drills.
Contract Management:
  • Administer all contractual obligations for maintenance contracts, including facilities management, replacement, and improvement work.
  • Review contract specifications to ensure cost-effectiveness and competitiveness.
  • Plan, conduct, supervise, and carry out inspections and follow up on replacement and/or rectification works.
Technical Expertise:
  • Understand floor plans and built drawings.
  • Identify and troubleshoot problems with proposed solutions on all facilities issues as they arise.
  • Optimize lease, space management, and leases.
  • Provide technical solutions to users during WSH and keep users aware of activities on building and facilities. Collect information and feedback from users on their requirements.
Budget and Cost Control:
  • Prepare and manage budgets (OPEX & CAPEX) for building management.
  • Develop and maintain good relationships with stakeholders, contractors, and/or vendors while exercising cost control measures.
Contractor Management:
  • Supervise and lead outsourced service providers to ensure day-to-day facilities management, maintenance of systems, services, and processes are consistently kept at high standards to support operational requirements.
  • Facilitate and ensure contractors/vendors complete repair, maintenance, and/or upgrading work within required timelines and standards.
Compliance and Safety Management:
  • Adhere to Standard Operation Procedure and make recommendations for improvement on workflow or processes.
  • Liaise with authorities relating to building statutory requirements and ensure compliance to all legislation, e.g., fire safety, occupational safety and health, etc.
  • Carry out investigations and recommend preventive measures on reported cases of service breakdown, accidents, fire incidents, and other irregularities.
  • Work with WSH managers/team members in planning and drawing up fire evacuation plans, organize, and evaluate fire drills as required by the Fire Safety Authority.
Sustainability and Green Initiatives:
  • Drive NCS's Green initiatives, plan, and manage renewable energy projects, and coordinate CSR reporting (water consumption, electricity, etc).

The ideal candidate should possess:

  • Minimum 5 years of relevant experience in facilities management of buildings, with at least 3 years at managerial level.
  • Ability to work with minimal supervision.
  • Ability to be an effective team player.
  • Good customer service attributes.
  • Good interpersonal and negotiation skills as the job requires extensive cross-functional/divisional dealings.
  • Ability to perceive changing needs and environment with astuteness and rapidly formulate and implement appropriate and effective countermeasures.
  • Bachelor's degree in Facilities Management, Building Services, or its equivalent.
