About the Role

We are seeking an accomplished Health, Safety, Environment & Quality (HSEQ) leader to shape and drive our strategic vision across the APAC region.

You will be accountable for setting and implementing the HSEQ agenda, serving as the functional HSEQ representative for Domain Airports.

Your key responsibilities will include:

  • Strategic Leadership & Governance
  • Represent HSEQ in the Domain Airports leadership, ensuring alignment with corporate goals and regional objectives.
  • Act as coach and strategic advisor to the Management Team on all HSEQ-related topics.
  • Create and execute a comprehensive HSEQ strategy for Domain Airports, aligned with global business priorities and functional communities.
  • Lead the Domain Airports' Health, Safety, Environment, and Quality teams functionally to deliver high standards across regions.
  • Maintain and further develop HSEQ Management Systems and digital tooling.
  • Set HSEQ performance targets and drive the WISE CI Program to improve business outcomes.

Operational Excellence & Compliance

You will be responsible for driving HSEQ across the full value chain, especially in Project Execution, Life Cycle Services, and Construction environments.

Your duties will include:

  • Ensuring compliance with international standards (ISO9001, ISO14001, ISO45001) and APAC-specific Work Health & Safety (WHS) legislation.
  • Oversight of effective implementation of the Corporate HSE and Quality Management Systems across all regional operations.
  • Coordination and connection of HSEQ initiatives across all Domain Airports locations to ensure consistency and synergy.
  • Leadership of audits, assessments, certifications, and operational reviews to ensure compliance and drive improvements.
  • Leadership of risk assessments, audits, inspections, and investigations; ensuring timely resolution of incidents and non-conformances.
  • Assurance of operational governance and adherence to business processes across regional entities.
  • Support of contractor HSE oversight, including verification of competencies, inductions, and compliance with legal and internal standards.

People, Culture & Stakeholder Management

You will be expected to motivate, coach, and mentor teams to develop a strong safety and quality culture across the business.

Your responsibilities will include:

  • Providing ongoing HSEQ training and capability development, including onboarding, site inductions, and certification compliance.
  • Building and maintaining productive relationships with internal and external stakeholders, including regulatory bodies and clients.
  • Influencing senior leaders and cross-functional stakeholders to align with your HSEQ strategy and vision.
Key Qualifications & Skills

You will need to possess:

  • At least 10 years of progressive HSEQ experience, with at least 5 years in a construction or infrastructure environment, ideally within the APAC region.
  • Proven experience in the implementation and management of ISO9001, ISO14001, and ISO45001 systems.
  • A strong understanding of APAC-specific WHS legislation and cultural considerations across Southeast Asia, ANZ, and other emerging markets.
  • Demonstrated leadership of geographically dispersed, multidisciplinary teams.
  • Fluency in English with excellent communication, training, and stakeholder influence skills.
  • Strong analytical and decision-making abilities; able to process complex data and translate it into effective HSEQ strategies.
  • A high level of personal initiative, problem-solving ability, and passion for driving safety, quality, and environmental performance.
  • A willingness to travel in APAC geographic regions.
  • A professional qualification in HSEQ is required.
  • Certificate IV or Diploma in Occupational Health and Safety (highly regarded).
  • Certificate IV in Training and Assessment (TAE) (preferred).
  • Construction Induction Card (White Card) and First Aid Certificate.
