Job Title: Senior Vessel Manager

THOME OFFSHORE MANAGEMENT PTE. LTD. is seeking a highly skilled and experienced Senior Vessel Manager to join our team. As a Senior Vessel Manager, you will be responsible for ensuring the safe and efficient operation of our vessels, while also maintaining compliance with regulatory requirements.

Key Responsibilities:
  • Implement and maintain a safe, cost-efficient, and environmentally sound operation standard in compliance with OSM Thome and International Marine regulations.
  • Manage daily operations of assigned vessels, ensuring adherence to OSM Thome and Best Practice.
  • Advise Masters/Chief Engineers and Ship Staff on cargo, tank/hold, port operations, anchoring and mooring operations, technical/engine room operations, and port, passage, and war information.
  • Follow up on-board maintenance systems, monitor status, and act on overdue items.
  • Evaluate and monitor required reporting from vessels, act as required, and inform other office sections and external bodies as necessary.
  • Follow up class and statutory certification status, condition of class, and arrange necessary surveys and inspections.
  • Liaise with Principals regarding vessel safe operations.
Shipboard Inspections:
  • Visit vessels regularly, completing Superintendent Visit Reports and leaving them onboard.
  • Conduct quarterly condition reports, deficiency lists, and prepare Vessel Visit Executive Summaries.
  • File and update audit and inspection reports in common drives or databases.
  • Follow up with vessels and office to close deficiencies noted during visits.
  • Prepare weekly, monthly, bi-annual, and quarterly management reports for Fleet Group Manager's approval.
Oil Major/CDI & Other Commercial Inspections:
  • Assist in arranging external safety audits and onboard training, coordinating with appointed audit or training companies.
  • Follow up on closure of deficiencies noted during inspections.
  • Investigate incidents, accidents, and near misses, conducting root cause analysis and recommending corrective actions.
  • Participate in tabletop exercises and emergency drills.
Port, Flag State Inspections & Other Statutory Audits (ISM/ISPS):
  • Coordinate and follow up Flag State Inspections, External and Internal ISM, ISPS, and MLC Audits as directed.
  • Support vessels during Port State Inspections and follow up on prompt closure of noted deficiencies.
  • Review, approve, and submit corrective action plans to authorities as required.
HSSEQ:
  • Assist vessels in documenting and conducting risk assessments, evaluating and monitoring.
  • Evaluate and document off-hire records, planned and unplanned.
  • Manage stores supply and budget planning, maintaining strict cost control of annual operating budgets.
  • Review monthly cost control and approve financial reports before sending to Fleet Group Manager.
  • Assemble input from assigned vessels and other departments to prepare annual operating budgets.
  • Monitor requisitions generated from vessels, ensuring timely submission and follow-up with Purchasing Department.
  • Approve invoices for payment.
  • Liaise with Insurance Manager (or Principals) in H&M claims handling, providing technical input and cost information as required.
Crewing:
  • Make performance evaluations of Masters/Chief Engineers assigned to vessels under supervision.
  • Provide input to Manning Department on recruitment of Senior Officers for assigned vessels.
Dry Docking & Repairs:
  • Plan, manage, monitor, and execute vessel repairs, dry dockings, and conversions within agreed budgets.
  • Arrange and follow up repairs and services.
  • Coordinate with assigned vessels and prepare dry-docking specifications in conjunction with Docking Superintendent, Fleet Services.
  • Attend dry-docking, discuss shipyard invoicing, and present to Fleet Group Manager and/or Chief Operating Officer for approval.
  • Prepare docking reports.

Qualifications:

  • Class 1 Certificate of Competency
  • Class 2 Certificate of Competency and University Qualification

Experiences:

Senior Vessel Manager:

  • Previous experience as Chief Engineer for a minimum of 8 months on relevant type of ships
  • A proven track record as Superintendent for a minimum of 2 years in a shore-based Shipping Company will have an advantage.
  • Candidate who are deemed technically competent will be considered.

Assistant Fleet Group Manager:

  • Previous experience as Chief Engineer for a minimum of 8 months on relevant type of ships
  • A proven track record as Superintendent for a minimum of 3 years in a shore-based Shipping Company will have an advantage.
  • Candidate who are deemed technically competent will be considered.
