Key Responsibilities:

  • The Design for Safety (DfS) Professional is responsible for performing duties as part of the delegation of Land Transport Authority's duty in convening DfS Review Meetings and producing DfS Registers, as stipulated in the DfS Regulations.

Duties include but are not limited to:

">
  • Coordinating stakeholders (Authority, designers, contractors, subcontractors etc.) and facilitating communication of vital information affecting safety and health risks in the project.
  • Convening DfS Review Meetings via Workshops as necessary to identify all foreseeable design and construction risks in the project and discuss how each risk can be eliminated or reduced.
  • Ensuring that each DfS Review Meeting/Workshop is attended by all relevant designers and contractors/subcontractors appointed, and preparing a set of Minutes of Meeting to record down what were discussed for audit purposes.
  • Preparing, developing and submitting DfS Register containing information and records on every DfS Review Meeting convened and every residual design risk in the project to the Authority.
  • Ensuring that the DfS Register is kept up to date at all times.
  • Ensuring that all designers and contractors/subcontractors appointed for the project have access to the DfS Register.

Required Skills and Qualifications:

  • Propose a systematic review process for approval by the Authority.
  • Implement the GUIDE process developed by the Workplace Safety and Health Council in the DfS Guidelines: G – Group together a review team consisting of major stakeholders, U – Understand the full design concept, I – Identify risks arising from the design or construction method, D – Design around identified risks to eliminate or mitigate them, E – Enter all information including vital design change information into the DfS Register.
  • Adopt LTA Safe-to-Build Project Safety Review Process in preparing DfS Register via Civil Design Safety Submission, Civil Construction Safety Submission and Civil Handing Over Safety Submission, making presentations to LTA at Project Safety Review Meetings chaired by LTA Representative for approval.
  • Review all method statements and risk mitigation measures proposed by sub-contractors before contractor project director approves them, carry out monthly review meetings with designers, contractors/subcontractors on DfS Register and conduct at least three site inspections at weekly intervals to check that all mitigation measures proposed are implemented at site.
  • Monitor performance of ERSS via instrumentation readings obtained via the Authority-appointed Instrumentation Contractor, submit proper site records to the Contractor Project Director after each site inspection.
  • Record all review meetings with proper minutes of meeting and seek approval of the review meeting minutes by the Contractor Project Director.
  • Make presentations on DfS Register, including all updates on CDSS and CNSS, at LTA Monthly Risk Register Meeting chaired by the Engineer's representative and LTA Director Quarterly Risk Register Meeting.
  • Prepare minutes of meeting for these meetings and seek approval from LTA to close hazards identified and submit Hazard Closure Form to LTA for approval.
