Procurement Specialist

We are seeking a skilled Procurement Specialist to oversee public housing estate operations, lead property officers, and coordinate improvement projects.

This role is ideal for an experienced professional with a background in contract management, procurement regulations, and contract law. The successful candidate will have a strong understanding of contract management systems and tools, as well as excellent communication and stakeholder engagement skills.

Job Description

The Procurement Specialist will be responsible for:

  • Drafting, reviewing, and negotiating contracts for goods, services, and works in accordance with council policies and statutory requirements.
  • Maintaining a central contract register and ensuring timely renewals, extensions, or re-tendering.
  • Monitoring contract performance and ensuring service level agreements (SLAs) and key performance indicators (KPIs) are met.
  • SUPPORTING PROCURMENT PLANNING AND TENDERING PROCESSES, INCLUDING PREPARATION OF TENDER DOCUMENTS AND EVALUATION CRITERIA.
  • Ensuring compliance with public procurement laws and internal governance frameworks.
  • Advising departments on procurement strategies and contract structures.
  • Identifying and mitigating contractual risks, ensuring appropriate indemnities, warranties, and insurance provisions are in place.

Required Skills and Qualifications

  • Bachelor's degree in Project and Facilities Management or any other related field.
  • Minimum 3–5 years of experience in contract management, preferably in the public sector.
  • Strong knowledge of procurement regulations and contract law.
  • Experience with contract management systems and tools.
