Singapore Stroke Support Station Full time

The Head of People and Organisational Development is responsible for the strategic development and operationalisation of S3's human resource and organisational development function.

With the support of his/her team, he/she will ensure that the internal fitness of the organisation is adequately robust in relation to the strategic direction set out by the management and board. It includes designing people practices, organisational design, digital transformation, change management, process and project management, learning and development.

HR Operations

  • Oversees the end-to-end spectrum of HR operations including payroll, leave administration, data submissions and application of work passes.
  • Ensure continuous improvement of HR operations resulting in optimal user experience and efficiency (eg. leave management, medical claims, other benefits, talent acquisition, onboarding). This will be part of the digital transformation plan.
  • Oversee S3's annual performance appraisal process, including cascading organisational goals, structuring performance appraisal sessions, and career development planning.
  • Review and propose changes to hiring strategies, HR policies to position S3 as a competitive employer.

Organisational Development

  • Develop and implement strategic initiatives to support organisational goals and objectives related to talent management, employee engagement, and leadership development.
  • Develop and implement programmes to enhance employee motivation, productivity, and retention.
  • Lead and implement organisational change initiatives by providing expertise in change management principles and practices.
  • Utilise data analytics and metrics to assess the effectiveness of organizational development programs and initiatives.

Staff Development and Capability Building

  • Drive the formation of S3's training roadmap and competency framework for all staff.
  • Conduct in-house training to build capabilities and capacity (train-the-trainer) where appropriate.
  • Identify competency gaps and source for suitable learning solutions.
  • Design and deliver leadership development programmes to build a pipeline of capable leaders, foster a culture of continuous learning, and promote succession planning.

Strategy and Future Growth

  • Play a key role in developing and implementing the strategic growth plans for S3 to become a Centre-of-Excellence (COE) for post-acute stroke rehabilitation and support.
  • Engage internal stakeholders such as the management team, subcommittee members and the Board of Directors to get buy-in for strategies and plans.

Job Requirements

  • Bachelor's degree in Human Resources, Organisational Development, Organisational Psychology, Business Administration, or related discipline with at least 10 years experience in organisational development, talent management with a track record of driving positive change.
  • Strong knowledge of organisational development principles, change management methodologies, and best practices in HR.
  • Excellent leadership, communication, and interpersonal skills, with the ability to influence and collaborate at all levels of the organization.
  • Analytical mindset with proficiency in data analysis and reporting tools.
  • Demonstrated ability to design and deliver training programs, workshops, and presentations.
  • Experience in project management and managing multiple initiatives simultaneously.
  • Certification in HR or Organisational Development (e.g., SHRM-CP, SHRM-SCP, CPLP) will be an advantage.
