NTU is seeking an experienced and motivated Manager (Contracts) to join our dynamic team in Office of Development and Facilities Management. The department oversees the physical development and maintenance of all university buildings and grounds in support of the academic, research and administrative functions of the University. As a Manager (Contracts), you will be responsible for providing contracts management support and ensuring the smooth operations of the department.

Primary Duties:
  • Coordinate, support and advise the project team on all cost and contracts matters including procurement strategy, tendering procedures, bid evaluation, Delegation of Authority (DOA) setup, assessment of liquidated damages and extension of time claims, performance bond, warranties, insurance and all other contract administration work.
  • Consultation with Legal on contractual issues
  • Coordinate with NSS Procurement and NSS Finance on tender calling procedure, payment and Ariba issues
  • Assist with asset listing
  • Assessment and verification of consultants' fee claims
  • Track and provide regular reports on project budget and expenditure and cashflow projection
  • Support the project team in management of contractual issues, progress payments, variation works and settlement of final account.
  • Assist in Yearly Budget Request and FY closing Accruals
  • Compile data and statistics in relation to building information and projects to Requesting Agencies and Departments
  • Support project team in cost studies and budget requests
  • Handle procurement-related admin duties such as Purchase Request, Goods Receipt, Ariba contract setup, asset management in transfer, write-off, and sale of old equipment.

Requirements:
  • Degree in Building, Quantity Surveying or equivalent from a recognised tertiary institution.
  • At least 7 years' work experience in the building or facilities management industry.
  • Proficient in Microsoft Office applications.
  • Sound cost estimation skills.
  • Good oral and written communication and interpersonal skills.
  • Ability to multi-task and work under pressure to meet deadline.
  • Self-motivated and positive working attitude.
  • Able to work independently and as part of a team.
