Procurement and Contracts Manager

We are seeking a highly skilled and detail-oriented Procurement and Contracts Manager to join one of Asia's largest real estate developers. Reporting to Director, Contracts, the successful candidate will lead a team of 4 to 5 people. He/she will be responsible for managing the entire lifecycle of contracts and tender processes for key development projects, ensuring that contractual agreements are executed efficiently and in accordance with legal and organizational standards. This role requires a strong focus on contract administration, cost monitoring, and effective communication with internal and external stakeholders.

Key Responsibilities:

  • Oversee the pre-tender, tender, and contract administration phases for development projects, ensuring compliance with legal, regulatory, and organizational standards.
  • Prepare and analyze cost estimates, cost plans, and financial models during the early conceptualization stages of projects.
  • Prepare, review, and collate tender documents, ensuring they align with project requirements and invite competitive tenders from suitable contractors.
  • Evaluate and recommend tenders based on cost reasonableness, compliance, and risk assessment, contributing to the selection of contractors.
  • Manage contract variations, monitor cost adjustments, and perform regular cost checks throughout the contract duration to ensure alignment with project budgets.
  • Prepare and submit periodic financial and cash flow reports to senior management, ensuring transparency and control over project expenditures.
  • Reconcile final project costs with contractors and oversee the preparation of the Statement of Final Accounts, ensuring all contractual obligations are met and documented.
  • Maintain effective communication with external consultants, contractors, and internal stakeholders, ensuring smooth contract execution and resolving any contractual issues.
  • Provide expert guidance on contractual terms, negotiation strategies, and compliance, ensuring the protection of the organization's interests.

Requirements:

  • A degree in Building, Quantity Surveying, or a related discipline.
  • A minimum of eight years of continuous experience in a similar role within a Quantity Surveying Consultancy or with a main building contractor.
  • Proficiency in MS Office, particularly Excel for financial reporting and cost analysis.
  • Strong contract administration skills with an understanding of construction and real estate development processes.
  • Excellent negotiation, communication, and interpersonal skills with the ability to manage stakeholder relationships effectively.
