Roles & Responsibilities

Learning & Development (L&D) Specialist – Digital Skills

Contract Duration: 1-year contract (with potential for permanent placement upon satisfactory performance)

We are looking for an experienced and forward-thinking L&D Specialist to design and implement impactful learning interventions focused on digital skills development for the public sector. This role offers opportunities to shape digital learning strategies, manage projects, and support public agencies in their transformation journeys.

Key Responsibilities

As an L&D Specialist, you will:

  • Design and Develop Learning Interventions

    Conceptualise and implement online, blended, or classroom-based training on digital skills for the public sector.

    Work with subject matter experts to identify learning needs, shape course outcomes, and co-develop training materials.

    Evaluate the effectiveness and impact of learning interventions at both individual and organisational levels.
  • Drive Technology-Enabled Learning

    Conduct market research and gather intelligence on Learning & Development trends to keep programmes current.

    Implement initiatives to promote technology-enabled learning.
  • Support Agency Transformation

    Contribute to consultancy projects using methodologies such as design thinking and process improvement to support public agencies in their digital transformation efforts.
  • Project and Stakeholder Management

    Lead and manage the development of learning programmes and related workstreams.

    Maintain stakeholder relationships and ensure project progress is delivered on time and within budget.
Requirements

We are looking for a candidate who has:

  1. 2 to 4 years of relevant experience in Learning & Development and instructional design.
  2. Strong understanding or interest in current and emerging technologies, such as:
  • Artificial Intelligence (AI)
  • ProgrammingRobotic Process Automation (RPA)
  • Data Analytics
  • Digital Transformation

Key skills and qualities:

  • Strong project management and analytical abilities
  • Excellent written and verbal communication skills
  • Self-motivated, proactive, meticulous, and resourceful
  • Ability to thrive in a fast-paced environment
  • Professionalism and confidence when engaging with stakeholders at various levels
  • Strong collaboration skills to work effectively within CSC and with external partners
