Summary

This is a . Public Health Service position within the Department of Homeland Security, Immigration and Customs Enforcement, Enforcement and Removal Operations, ICE Health Service Corps, Division, Office of the Deputy Assistant Director of Health Care Compliance, Medical Case Management Unit. This is a supervisory position.

This position is only open to USPHS officers who are currently IHSC employees.
USPHS Call to Active Duty (CAD) candidates are not eligible for this position.

Duties

DUTIES AND RESPONSIBILITIES: Assists with direct oversight of program activities and policies related to the professionals in Medical Case Management Unit including the conduct of all aspects of management of assigned functions related to managed care, project management and program development. Responsible for providing first-line supervision and administrative oversight of the Field Medical Coordinators within respective region. Serves as rater for mid-year, annual and interim/transfer performance evaluations. Reviews and approves leave, training, and travel requests. Provides oversight and consultation regarding case management. Responsible for the allocation of resources to support intra-agency TDY/deployment missions. Plans, schedules, and assigns work to be accomplished by subordinates; assists with setting program policies, goals, and organizational changes. Directs Field Medical Coordinator program of nationwide scope and importance; Field Medical Coordinator program direction is essential to the mission of the ICE/ERO/IHSC and affects large numbers of non-citizens, residents, and internal/external stakeholders on a long-term or continuing basis. Under direction of the Regional Field Medical Coordinator (RFMC), collaborates with Field Medical Coordinators with addressing taskings, reviewing and editing responses, and following up on issues concerning the MCMU, ensuring timely and appropriate responses to inquiries, site reports, iTMS taskings and corrective action plans. Serves as subject matter expert (SME) and key advisor on ICE medical standards compliance, risk management/incident reporting, QI, and, but not limited to, infectious disease public health actions. Assists with monitoring and provides oversight of assigned regional non-IHSC facilities, and reviews site visit reports to ensure health care compliance using the established Quality Review Program in accordance with the ICE National Detention Standards (NDS)/Performance-Based Detention Standards (PBNDS). Provides orientation, guidance, mentorship, and training with FMCs on conducting site visits, pre-occupancy site reviews for compliance with the medical portion of the applicable standards. Serves as SME to investigate and respond to high profile inquires for Congress, State Senators, and National Civil Rights groups. The incumbent is responsible for collaborating with US Department of Justice and other national and international government agencies to investigate appropriateness of medical care. Responsible for data analysis and reporting of communicable and infectious diseases directly for the agency, DHS, CDC, HRSA, and works symbiotically with local, state, and international health departments regarding plan development and continuity of care. Works directly with Claims Management Program, VA Financial Service Center (VAFSC) for claims adjudication and investigations. Partners with local, state, and federal healthcare providers for recruitment of medical, mental health and visiting providers to ensure access to care for those in ICE custody, nationwide. Represents MCMU/IHSC in various program improvement, safety and quality care workgroups with sister agencies and other federal entities. Liaises nationally with applicable internal and external stakeholders, including in other federal departments or outside the federal government, (., Congress, State Senators, National Civil Rights Groups, US Department of Justice, and other national and international government agencies to investigate appropriateness of medical care. Responsible for oversight of data analysis and reporting of communicable and infectious diseases directly for the agency, DHS, CDC, HRSA, and works symbiotically with local, state, and international health departments regarding plan development and continuity of care). Represents MCMU/IHSC in various program improvement, safety and quality care workgroups with sister agencies and other federal entities. Work closely with leaders in the industry in facilitating safe, cost- effective, mission-critical endeavors in close collaboration with senior medical experts and the involvement of high-level stakeholders expanding globally (without borders) to ensure adequate healthcare and implantation of successful repatriation cases. This requires contact via teleconferences and/or telephone dialogue on a routine basis. Provides oversight of Medical Payment Authorization Requests (MedPARs) for reimbursable health care services and credentialing compliance for community healthcare providers in collaboration with IHSC sister units. Assures MedPARs are directed to Regional Dental Consultant or Chief, Mental Health, as appropriate by the FMCs. Under the direction of the RFMC, manages and/or oversees performance of component projects, while working to promote and ensure ultimate success of the program. Other duties as assigned.
