Summary

This position is located in the Aircraft Certification Service (AIR); Policy and Standards Division (AIR-600). The Policy and Standards Division supports aerospace safety by developing regulations, policy, and standards for the design, manufacturing, and airworthiness of aerospace products. The division promotes overall fleet safety, supports industry and government committees, and collaborates with standards development organizations.

Duties

Applies experience and comprehensive knowledge of aerospace engineering principles, theories, and concepts, as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization, including but not limited to new technology, human factors, systems engineering, compliance, production, airworthiness, maintenance, manufacturing, safety risk management systems, Unmanned Aircraft Systems, Advanced Air Mobility aircraft, emerging aircraft, engines, propellers, and auxiliary power units, normal and transport category rotor craft, small airplanes, gliders, manned free balloons, airships, and transport category airplanes. ). Issues approvals and provides oversight of FAA approval holders, designees, and delegated organizations.

Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include system design and integration; extensive research; and direct responsibility for project/program management.

Reviews and evaluates proposals to modify aviation products in service; determines whether proposals meet certification requirements and recommends parameters for certification approval; reviews and evaluates certification proposals for supplemental type certificates; assesses extent to which original certification criteria apply; where product is significantly altered from original certification project. Recommends project areas for which compliance must be re-demonstrated.

Visits manufacturers’ and/or modifiers’ facilities and discuses technical procedures, methods, and policies involved in the preparation of required data and test procedures; evaluates design data submitted to show compliance against the certification basis to determine whether data meets the required parameters; approves data or requests additional documentation when data is lacking or insufficient; and confers with engineers in other sections to coordinate on the assigned phases and projects.

Participates in accident investigation where engineering integrity has been identified as a factor; participates in supervision of FAA Designated Engineering Representatives (DERs); supports Organization Designation Authorization (ODA) holders; and, assists higher level engineers in supervision of Safety Management System (SMS) of design approval holders.

Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules.

Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB's/SO's) and externally. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Presents briefings to obtain consensus/approval on policies. Work is reviewed rarely, typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. Work activities typically impact directly on the objectives of one or more major subdivisions and/or LOB's/SO's and may impact on the objectives of the FAA. In some areas, the work may affect the safety and security of customers.
