About the Corporate Development Unit


The Corporate Development (CD) Unit is the corporate engine behind Dsg, providing vital services and support in the areas of Estate and Office Management, Human Resources, Information Technology and Procurement, to ensure the smooth and efficient functioning of the Council.

Responsibilities


This role reports to the Director of Corporate Development at Dsg, with a dotted line to the Vice President of IT at EDB.


Your responsibilities include but are not limited to:
Business Alignment & Project Management/Support

  • Oversee IT planning and roadmap setting for IT systems and services for Dsg in alignment with organisation needs.
  • Align with Dsg units to understand their business requirements and corresponding IT needs, and provide solutions to improve business processes.
Where they are to be converted into projects, to provide support as required in the capacity of:

- project lead - to lead IT projects from inception to completion, including planning, budgeting, procurement and vendor management. This applies to IT projects owned by CD or that are the result of consolidation of similar requirements across units; or
- project advisor - to work closely alongside the units' project owners to provide technical input and/or assist in reviewing/evaluating IT requirements and specifications, amongst others.

  • Maintain currency on new technologies and service management practices to provide direction on emerging technologies that should be introduced.
IT Operations

  • Oversee and manage the daytoday IT operations for Dsg, including the support and maintenance of hardware, software, and network systems.
  • Work with business units to ensure tight coordination of IT changes without impacting business processes and operations.
  • Participate in the assessment of technology capabilities, focusing on suitability for integration with the existing IT operations environment.
  • Ensure continuous improvement on service related to Network, Desktops, Application Systems, and SaaS services.
IT Administration

  • Provide annual FY IT budget projections, and oversee, manage and track the annual IT operating and capital expenditure budget.
  • Manage, monitor and analyse IT KPIs and performance metrics to identify areas for improvement and recommend solutions to increase efficiency and effectiveness.
  • Report KPIs, service excellence, SLAs and service improvements to management on a regular basis.
  • Provide annual IT service and information security briefings and training to Dsg staff.
Vendor Management

  • Support the EUC sourcing strategy and oversee vendor and partner relationship management.
  • Manage and work with various IT support vendors to ensure the end user support is optimised, to provide best in class support and service delivery to the users.
  • Manage vendors, vendor personnel and vendor resources to ensure operational SLAs are met.
Contract Management

  • Procure, manage and maintain relevant IT contracts, covering tender specifications, evaluation, award and implementation of the IT services, ensuring adherence to official procurement procedures.
  • Ensure current IT contract services renewals, new purchases, or exercise options are done on time.
  • Ensure IT software subscription renewals are done on time.
  • Ensure accuracy of vendor invoicing, invoice certification and timely payment of the invoice.
IT Policy, Security and Audit

  • Develop, implement, review and update Dsg IT policies and procedures to ensure data security, system reliability, and compliance with corporate security guidelines and regulatory requirements.
  • Manage audit exercises/queries, provide responses and necessary documentation and perform required remediation work based on audit findings.
  • Manage security incidents.

Requirements:

To meet the challenges of this role, you must be/have:

  • A degree in computer science, information systems, information technology or any related field.
  • At least 5 years of leadership responsibilities, with proven skills in leading projects and project teams.
  • Excellent project management skills, including budget planning and management, resource allocation, and vendor and contract management.
