What the role is

  • Resource Planning Division (RPD) is part of SSG's Planning Group (PG) which provides guidance on the strategic direction of SkillsFuture Singapore (SSG).
Specifically, RPD is responsible for the effective planning of resources and oversees budget management to achieve agency's goals:

  • Formulate corporatelevel funding policies and funding parameters;
  • Evaluate budget requests for funding of programme partners;
  • Plan, manage, and allocate SSG's budget; and
  • Plan and allocate manpower establishments


This role reports to an Assistant Director and is part of a team responsible for ensuring funded programmes are aligned with SSG's funding policies and support SkillsFuture initiatives and SSG's overall objectives.


  • Develop and review terms and conditions for SSG grants, making sure that obligations are imposed on grant recipients as conditions of the grant
  • Engage and collaborate with SSG divisions, ensuring enforceability of the updated clauses, at the same time reflect the business intents
  • Stay abreast with the regulatory requirements for compliance with IM on Grants Governance
  • Assess requests for deviation from SSG's terms and conditions with sufficient safeguards on SSG's interest

Requirements:

  • 3 to 7 years of relevant work experience in public sector
  • Strong project management and stakeholder engagement skills
  • Good understanding of funding policies and concepts
  • Familiarity with governance issues, risk management and compliance matters
  • Strong analytical and critical thinking skills
  • Good with details, meticulous and systematic
  • Independent and selfmotivated, enjoy variety and new challenges
