Air Traffic Management Research Institute (ATMRI) isSingapore's first institute dedicated to research and development(R&D) in Air Traffic Management (ATM), having been establishedby the Civil Aviation Authority of Singapore (CAAS) and the NanyangTechnological University (NTU) on 5 February 2013. As a key elementof the initiative to build Singapore as a Centre of Excellence forATM, ATMRI envisions to be a renowned research institute, findinginnovative solutions, and catalysing an ATM transformation in theregion.

The R&D Integration Manager will beresponsible for coordinating simulation activities and managing theintegration of R&D projects across various environments,ensuring alignment with the goals of the funding agency. Keyresponsibilities include developing integration roadmaps, assessingnew technologies, and establishing integration protocols forinnovative systems. The role involves active collaboration withresearch teams to incorporate emerging technologies, stayingabreast of industry trends, and driving forward-looking integrationstrategies.

Responsibilities:

R&DIntegration
  • Coordinate simulationactivities and oversee the integration of R&D projects withinsimulation environments, ensuring alignment with funding agencygoals.
  • Develop and maintain integrationroadmaps to provide clear guidance and alignment amongstakeholders.
  • Identify, assess, and integratenew technologies and innovations that align with R&Dgoals.
  • Establish integration protocols foremerging technologies within existing systems and collaborate withresearch teams on implementation.
  • Stay informedon industry trends and drive strategies for forward-lookingtechnology integration.
  • Build and maintainrelationships with internal teams and external stakeholders, actingas a liaison between R&D teams and the fundingagency.
  • Organize workshops and trainingsessions to facilitate knowledge sharing andcollaboration.
  • Collect and address feedbackfrom the funding agency on integration processes to enhance projectoutcomes.
  • Communicate effectively to alignproject objectives with stakeholder expectations, fostering acollaborative environment for R&Dsuccess


LaboratoryOperations
  • Oversee and performperiodic maintenance checks of the Institute's hardware andsoftware to ensure that they are in good working condition. Theseinclude in-house servers (on Linux operating system), radarsimulator and tower simulator.
  • Assist with thedaily laboratory activities for teaching and researchactivities
  • Provide on-site support to resolverelated problems in the hardware andsoftware
  • Provide logistical support for eventsand lab visits, and conduct simulation demonstrations forvisitors
  • Coach researchers on the operation ofequipment and in carrying out experiments in a safe and effectiveway
  • Provide support and guidance in theapplications of the software for researchprojects
  • Liaise and manage vendors andcontractors for the technical needs of thelaboratories


Safety andSecurity
  • Develop and implementeffective safety guidelines and standard operatingprocedures
  • Perform routine checks andinspection to ensure compliance to safetyregulations
  • Provide expert advice to all staffand students on all workplace safety and healthissues
  • Review Risk Assessment (RA) and SafeWork Procedures (SWP) in line with the ISO45001:2018 requirementsand ensure that RA and SWP areexecuted
  • Administer laboratory access/securityand ensure compliance with OHSErules


Procurement
  • Ensure that purchases are made incompliance with the procurement policies andprocedures.
  • Ensure that purchases are made inaccordance to the funding agencyrequirements.
  • Coordinate, advise and assistinternal and external stakeholders for purchasing and other relatedmatters to meet deadlines.
  • Act as focal pointof contact for engagement between the lab and NSSProcurement.
  • Respond to procurement enquiriesfrom internal customers and external vendors in a timelymanner.
  • Track and manage the overall asset listfor the lab, ensuring that the information is up to date and assetsare properly tagged.
  • Assist in ad-hocprocurement and finance tasks asrequired.


Requirements:
  • Master'sdegree in Engineering or Information Technology relateddiscipline
  • A minimum of 10 years hands-onexperience managing complex technical environments, including atleast 3 years specifically in managing an Air Traffic Simulationfacility or laboratory
  • Proven experience instakeholder management and coordinating with OEM suppliers formission-critical systems
  • Demonstrated expertisein R&D integration within high-fidelity simulationenvironments
  • Familiar with ISO 22301 BusinessContinuity Management System and ISO 27001 Information SecurityManagement System, ensuring adherence to industry standards forsecurity and operational resilience
  • Familiarwith ISO standards and requirements relating to occupational healthand safety
  • Strong analytical andproblem-solving skills
  • Good communication,interpersonal and presentationskills
  • Self-motivated team player with positiveattitude and ability to workindependently
  • Proficient in simulator softwareeg. AeroBaan, NARSIM, AIRTOP, with knowledge in Bluesky aplus
  • Knowledge and experience in managingmultiple display/video projectionsystems
