What you will be working on

Responsibilities

The operating environment of the Public Service is undergoing fundamental and rapid change. The issues we face are complex and multi-faceted, affecting how the Public Service operates and organises itself. Internally, changes in our workforce profile necessitate a new approach to workplace design, while pervasive technology has transformed how we conduct business. To prepare the Public Service for these changes, we are pursuing Public Sector Transformation to better serve Singaporeans by championing public sector innovation, transforming citizen and business service delivery, building a future workplace, and supporting transformation efforts in Ministries and Statutory Boards.

  • Drive new strategies to enhance Public Service employee experience, so that public officers are inspired, supported and equipped for the future. Collaborate with PSD partners and external stakeholders to improve employee experience through initiatives such as:
  • Enhancing the wellbeing of public officers through programmes like Public Service Wellness Ambassadors and a Public Service-wide Employee Wellness Programme.
  • Creating flexible work environments that foster collaboration across teams, organisations, and Whole-of-Government, through levers like and HR policies.
  • Enhancing officer productivity and sense of purpose through digital tools such as Workpal and service journeys to improve work experience.
  • Creating an engaged and empowered workforce by strategising and implementing initiatives to improve organisational culture in the Singapore Public Service, and working with partners to develop interventions for continued growth and development.
  • Develop networks and build knowledge related to innovation, organisation development, and practices, methods and tools to improve employee experience and organisational culture, while keeping abreast of global developments in this space.

What we are looking for

We are looking for people who thrive in ambiguity, can foster collaboration, and see opportunities in constraints. Key competencies required include:

  • Project Execution: Implement and monitor all aspects of a project, using resources strategically to achieve objectives within timelines, costs and performance expectations.
  • Facilitation and engagement: Convene engagement sessions with stakeholders and design/implement facilitation plans to drive strategic change and public sector transformation, including sessions with large groups or senior leadership.
  • Thinking Clearly and Making Sound Judgements: Strong analytical and critical thinking; understand external factors and global trends impacting performance; articulate business context, work with ambiguity, and propose sound, innovative solutions with stakeholders in mind.
  • Working Effectively with Stakeholders: Collaborate with other Public Service agencies to drive transformation and improve coordination and integration of technology; communicate effectively in writing and orally.
  • Caring for, Developing and Inspiring Staff: Provide guidance to ensure timely, high-quality work, and mentor staff with feedback and career development advice.

Work Experience: At least 10 years of work experience, with policy and/or operational experience and an interest in innovation, organisational development, and transformation. Strong facilitation and communication skills are essential. Shortlisting decisions are typically communicated within 4 weeks of the closing date. Successful candidates will be offered a 2-year contract in the first instance.
