The Government Technology Agency (GovTech) aims to transform the delivery of Government digital services and products by taking an "outside-in" view, putting citizens and businesses at the heart of everything we do. We also develop the Smart Nation infrastructure and applications and facilitate collaboration with citizens and businesses to co-develop technologies.

What the role is

Join GovTech as we support Singapore’s vision of building a Smart Nation—empowered through info-communications technology and related engineering. Product Managers ensure the right things get done so that digital products meet user needs and remain relevant. You will establish a clear product vision and coordinate across user needs, technical constraints, and design goals.

What you will be working on

• Crafting Custom Experiences For Each User Journey: Engage the agency Product Owner to establish a clear vision for the product and what is needed to get there.
• Designing, Testing, and Iterating Through Experiments: Design, test, and iterate through experiments to improve the user journey; manage the product budget and secure funding; develop the workplan with the product team; provide resources for product development.
• Monitoring, Capturing, and Studying User Behaviour: Conduct user studies; analyse data to inform product decisions; research the industry for solutions.
• Collecting, Analyzing, and Presenting User Interest: Translate strategy into actionable plans for business and vendor teams; understand and support developers’ needs with emerging tools and techniques.
• Analysing and Studying User Segments: Evaluate solutions, justify choices, and prioritize feature development for different market segments.
• Creating Data-Driven Analytics and Insights: Create analytics for action and coordinate across functions (marketing, legal, finance); draft budget papers with the Product Owner.
• Driving User Growth: Drive adoption and growth through engagement and features; network with user agencies and central government product teams; participate in public-speaking engagements to raise awareness.
• Keeping Things Organized: Run efficient meetings; prioritize, plan, and track work; document key information and decisions; secure funding and monitor expenses.
• Compliance and Governance: Ensure security and performance requirements (SSAT, VAPT, Performance Testing); adhere to audits and compliance (IM, AGO, QMS, etc.).

What we are looking for

• Diploma/Degree in Computer Science, Infocomm Technology, Engineering or related subject with minimum 5 years of relevant experience; more years considered for senior roles.
• Prior experience in product management, IT business analysis, solution design and testing.
• Experience with modern product development technologies and practices (Agile, Cloud, Design Thinking, Product-Centric Development preferred).
• Experience working with engineers, designers and other product managers (ideally 3+ years).
• Strong analytical, conceptualisation and problem-solving skills.
• Good communication skills with the ability to pitch ideas and influence.
• A driven and motivated personality with an inquisitive mind; ability to learn and apply new concepts.
• Relevant certifications such as CITPM, COMIT, PMP, and Certified Scrum Master.
