Job Description

You play a pivotal role in shaping and executing strategic outreach efforts with Grassroots Advisers (GRAs), Constituency Directors and community partners in a dynamic and fast-paced environment. Your role includes overseeing stakeholder engagement plans, ensuring alignment with broader policy objectives, and managing sensitive communications across complex operational landscapes. You are responsible for guiding the team in navigating high-stakes interactions, synthesizing feedback from ground engagements, and coordinating cross-functional workstreams to support MOH/AIC initiatives.

  • Lead the development and execution of overarching engagement strategies with GRAs and partners, providing clear guidance to team members and delegating tasks effectively to meet all operational requirements.
  • Manage and craft communications to GRAs and partners, addressing queries and supporting initiatives aligned with MOH/ AIC objectives.
  • Represent AIC in high-level presentations to GRAs, including ministerial-level stakeholders, articulating strategic plans, policy directions, and programme updates to ensure alignment and build trust.
  • Spearhead the planning of Ward Engagement Meeting (WEM) agendas, ensuring MOH/AIC priorities are clearly conveyed and collaborating with coordinators across diverse stakeholder groups to align interests and drive outcomes.
  • Facilitate joint planning sessions with GRAs and partners to assess ward-level needs and customise initiatives that advance objectives at the grassroots level.
  • Establish and maintain effective advisory mechanisms to strengthen engagement efforts with GRAs and partners
  • Design and implement the operational framework for Relationship Managers to conduct quarterly WEMs and follow up on GRA-related matters
  • Oversee the maintenance of a robust knowledge management system to ensure continuity, effective handovers, and long-term operational planning.
  • Lead change initiatives and stakeholder engagement to refine workflows and improve service delivery outcomes.
  • Lead the implementation of Standard Operating Procedures (SOPs) and establish key performance metrics to identify and address gaps in the workplan, detect operational irregularities, and proactively plan for future operational needs.
  • Oversee the preparation of essential management reports for routine and ad-hoc reporting. Collaborate with internal and external stakeholders as needed to ensure comprehensive and accurate reporting and propose strategies.
Secondary Responsibility: Healthier SG Training & Enrolment Support
  • Manage and ensure that HSG training contents/materials for internal and external stakeholders are constantly kept up to date.
  • Oversee HSG trainers and ensure all the trainers are trained and aware of any new/updated policy on HSG.
  • Briefer/Presenter for HSG briefing to external stakeholders (Ministers, MPs, Chief Operating Officers, Executive Directors from the Clusters and Polyclinics) and residents.
Job Requirements
  • Degree in any discipline, preferably with experience in the healthcare or social care sector
  • 14 years of relevant experience, including managing high-stakes stakeholder relationships in complex environments and overseeing multiple concurrent workstreams. A minimum of 4 years in a supervisory or leadership role is required
  • Proven leadership capabilities, with a demonstrated ability to lead teams in dynamic settings and cultivate a positive, collaborative team culture
  • Exceptional written and verbal communication skills, with meticulous attention to detail
  • Strong policy acumen and analytical thinking, with the ability to translate insights into actionable strategies
  • Sound judgment and discretion, especially in handling sensitive or high-impact situations
  • Resilience and adaptability, with the capacity to manage competing priorities and deliver results in fast-paced environments
