What You Will Be Working On

This is a critical role ensuring funded programs align with WOG and SkillsFuture Singapore (SSG) funding policies and support SkillsFuture initiatives. The Manager/Senior Manager is an individual contributor responsible for strengthening grants policies and governance within SSG and at the WOG level, developing terms and conditions for SSG's grants, and engaging stakeholders to ensure compliance and enforceability. The Senior Manager level will handle more complex work and manage additional projects.

Responsibilities

• Funding Policy Formulation: Formulate corporate-level funding policies and funding parameters to support SkillsFuture Initiatives and SSG's objectives.
• Budget Evaluation and Management: Evaluate budget requests from programme partners and oversee the allocation and management of SSG's budget.
• Manpower Establishment Planning: Secure and optimise manpower resources to implement SSG's programmes and agency operations.
• Whole-of-Government (WOG) CET Grants Management: Lead the management of WOG CET grants and strengthen CET grants governance for WOG and SSG.

Regulatory Compliance

• Stay abreast of regulatory requirements for compliance with WOG's and SSG's grants policies
• Apply prevailing policies, laws, and regulations relevant to grants

Policy Strengthening

• Collaborate with SSG divisions and other government agencies to strengthen grants policies and governance
• Articulate policy goals in light of national interest and provide policy recommendations

Terms and Conditions Development

• Develop and review terms and conditions for SSG grants, ensuring obligations are imposed on grant recipients
• Understand the relevant legal frameworks and ensure alignment with policy intent

Stakeholder Engagement

• Engage SSG divisions to ensure enforceability of SSG's terms and conditions while reflecting business intents
• Work with agencies to monitor implementation and ensure alignment with policy intent

Risk Assessment

• Assess requests for deviation from SSG's terms and conditions and WOG grants governance framework
• Provide advice on governance, risk management strategies, and potential risk areas

What We Are Looking For

• Possess the required competencies to execute the job duties proficiently
• Manager: Up to 6 years of relevant work experience in grants policies, governance and risk management. Those with no relevant experience but have been involved in relevant projects or related studies can apply
• Senior Manager: At least 6 years of relevant work experience in grant policies, governance and risk management
• Good project management and stakeholder engagement skills
• Good understanding of funding policies and concepts is preferred, but not necessary
• Familiarity with governance issues, risk management, and compliance matters are preferred, but not necessary
• Good analytical and critical thinking skills
• Detail-oriented, meticulous, and systematic
• Independent and self-motivated, enjoys variety and new challenges, and able to work well in a team
