Pre-Construction Cost Planner, APJC Data Center Capacity Delivery AWS Infrastructure Services owns the design, planning, delivery, and operation of all AWS global infrastructure. We support all AWS data centers and all of the servers, storage, networking, power, and cooling equipment that ensure our customers have continual access to the innovation they rely on. We work on challenging problems across thousands of variables impacting the supply chain. As a Pre-Construction Cost Planner, you will develop cost plans from feasibility to early design stage, support preconstruction managers in establishing accurate budgets for upcoming data center projects, own the development of Amazon-specific rate libraries, create cost databases and benchmarking tools for projects across the Asia Pacific region, and lead BIM model estimating system development. Key Job Responsibilities Develop and manage cost planning and estimating systems for the preconstruction stage. Own construction cost data from multiple sources to support budget development and benchmarking. Validate and standardize construction cost data by building type and attributes for efficient budget creation. Analyze cost data to develop unit prices and Amazon-specific rate libraries based on take-offs, historic costs, and market data. Research and analyze construction cost trends through published sources, local market conditions, and studies to forecast medium- and long-term planning. Support complex, cross-functional initiatives and programs by assessing cost impacts. Collaborate with Preconstruction Managers, Construction Managers, and partners from Real Estate, Design Engineering, Due Diligence, Procurement, and external vendors. Create and maintain budget development tools that incorporate recent bid data, historical costs, and design changes. Lead continuous improvement efforts focused on enhancing budget accuracy. Bid assessment and completion in line with Amazon global requirements and best practices to achieve competitive market outcomes. Develop and maintain Asia Pacific-wide operational planning cycles for accurate forecasting and regional planning. Manage external cost vendors when required to drive value and operational excellence. Provide guidance and ongoing training to internal teams on using the cost database and budget development tools. Collect and evaluate lessons learned from recent project bids and costs, sharing insights to refine budget development tools. Track, document, and report on budget accuracy metrics to internal stakeholders and management, ensuring lessons learned are shared and applied to future projects. Collaborate with external general contractors and key partners to share trends and cost impacts with the internal team. A Day in the Life You will use data and anecdotes to drive internal customers to manage project risks—time, cost, quality and safety. You will develop dashboard reporting to provide visibility to peers and leadership for better business outcomes. You will communicate clearly, concisely and consistently with internal and external partner teams. About the Team Integrated with a global network of Construction professionals—Construction Managers, Program Managers, Regional Managers, and Regional Project Engineers—as well as Data Engineers. The Data Center Pre-Construction team drives the program, cost, constructability, procurement and delivery strategies, and bid analysis through to contract award. Basic Qualifications Bachelor’s Degree in Construction Management, Quantity Surveying, Civil Engineering, Engineering, or equivalent. 5+ years of relevant experience within the industry. Experience in end-to-end cost planning and cost management from feasibility to final account for ground-up commercial construction projects. Proven track record of creating and releasing high-quality, consistent documentation for processes, standards, and procedures. Preferred Qualifications Experience directly related to the design or construction of data centers or critical infrastructure or large-scale mechanical and electrical plants.
