The Planning, Research & Ops Management (PROM) is one of the 3 departments under the A*STAR Research Office (RO). This department drives RO's strategic planning and resources as well as manages A*STAR's internal grants aimed at seeding long-term strategic and multidisciplinary research, early research talent development and nurturing internationally competitive research investigators. The grants team also coordinates with relevant internal stakeholders to drive research alignment and competitiveness in external grant applications. The planning function of this department is expected to work closely with the A*STAR central Planning to coordinate and execute A*STAR's research policies. The PROM works closely with the other 2 RO departments, namely Strategy & Research Excellence (SRE) and Research Integrity Compliance & Ethics (RICE) to fulfill the mandate of the Research Office.

The Research Office is recruiting a Deputy Director (Research and Ops Management) to join its multistakeholder team to oversee and support the execution of A*STAR's Strategic Research Programmes (SRP). The SRPs are major strategic programmes in priority areas identified by A*STAR for long-term investment to pre-position A*STAR for advancement in emerging scientific domains. Additionally, the Deputy Director is expected to work closely with the Department Director in leading a team to administer internal A*STAR funding initiatives led by the Research Office and coordinate the application and execution of external competitive grants.

The key job responsibilities of the Deputy Director (Research and Ops Management) include the following:

Assist the Department Director to lead a team to administer the internal A*STAR funding initiatives led by the Research Office (RO); Serve as Head of research office liaison to external funders and internal applicants on matters relating to grants; Assist the Department Director to lead a team in working closely with RO and Council scientific leadership to identify talent for competitive research investigatorships; Coordinate with relevant stakeholders in closely monitoring major external competitive grants and facilitate timely check-ins for the periodic milestone reviews by funders; Assist the Department Director to lead a team in ensuring an effective end-to-end grants workflow to support A*STAR researchers from applications, execution, monitoring, grants variations to closure of project; Work with the Executive Director RO to lead a team comprising officers from RO and A*STAR?s research counclls (Biomedical Research and Science & Engineering Research) to manage the A*STAR SRP initiative at the portfolio and programme level; Serve as lead secretariat to SRP Steering Committee and the Independent Scientific Advisory Panel aimed at enabling each SRP to be internationally competitive and being well guided and supported towards impactful outcomes; and Interface with SRP Programme Managers and relevant research support teams to enable smooth SRP execution, including monitoring and audit of budget utilization.

Job Requirements:

Minimally a university degree with a good knowledge of STEM discipline Minimally 5 years of relevant work experience Strong interpersonal and communication skills, with ability to engage internal and external stakeholders, including research leaders Strong attention to details, e.g., grants terms and conditions Strong track record of leading teams towards outcomes and impact
