To lead and coordinate the development, implementation, and review of Emergency Preparedness (EP) policies, programmes, and initiatives that enhance organisational capabilities and community resilience. The role involves strengthening Whole-of-Government (WOG) and SGSecure efforts, supporting Community Emergency and Engagement Committees (C2Es), and overseeing plans and communications strategies to build an EP-Ready community across public and private estates.
Duties & Responsibilities
- Develop policies, plans, and systems for emergency preparedness, fund management, KPIs-tracking and organisational development.
- Oversee the planning and execution for anticipatory operations pertaining to Haze, Pandemic and Dengue. Support EPD to run PA crisis current ops and routine ops upon activation.
- Provide policy guidance and secretariat support to the C2E Council EXCO to formulate and drive key strategies to better support C2Es in implementing MHA’s SGSecure programme, community outreach and EP initiatives at the constituencies.
- Oversee the management of division’s finance, including external funding from ministries and audit matters while ensuring all funds are utilised to meet the desired objectives and comply with PA’s and MHA’s financial guidelines.
- Oversee the quarterly reporting and accountability of MHA’s SGSecure outcomes at MHA SGSecure Ministerial Committee (SSMC) and MHA SGSecure Steering Committee (SSSC).
- Oversee Division Grant and Procurement Approval Meeting (GPAM) as a Committee of Practice to vet EP grants and procurements, share financial best practices, and address division’s audit issues.
- Lead team in managing IT systems such as G-Alert, RPA, OnePA and Volunteer
Management System to ensure effective volunteer management, activation of
GRLs/volunteers during emergencies and monitoring of EP outreach efforts.
- Conduct regular briefing and sharing sessions for C2Es, C2E staff-in-charge, PA staff, GROs, partners and external agencies on EP programmes and exercises and best practices.
- Support GRA-level Panel of Activists for Community Engagement (PACE), PA National Emergency Working Committee and PA Crisis Management Group to oversee the management and operation of PA Crisis Operations Centre/Command Post.
- Act as Liaison Officer and staffer to Emergency Preparedness Officer/Assistant Emergency Preparedness Officer/Director EP to represent PA in various ministries and taskforce meetings to coordinate WOG emergency planning, current ops and exercises.
- Support 2nd Wing movement by expanding partnerships and facilitating engagement of corporate partners in PA kopi talks, dialogues, quick sensing and feedback sessions.
Other ad hoc duties not covered under main responsibilities and duties.
- Perform other duties as assigned by Senior Officers.
- Attend C2E and project meetings to provide inputs and guidance on EP and
SGSecure programmes, emergency operations, CCMG/CCOC/EOP/SOP and EP
related matters.
Knowledge & Skills
Minimum - Five years of work experience in emergency preparedness, crisis management or communitystakeholders engagement
Desired - All of the above and strategic planning/marcom/budgeting experience
- Good aptitude for strategizing, budgeting and planning work.
- Good interpersonal, leadership and project management skills.
- Strong Operations acumen.
- Possess high initiative, a strong command of the English language, good communication and presentation skills.
- Able to work on some weekday nights and weekends.
