**Job Summary**:
We are seeking a dynamic and strategic finance leader to co-lead our Finance department in close collaboration with the Head of Department. This role is pivotal in driving S3’s financial strategy, strengthening governance, and delivering operational excellence to support our long-term sustainability.

With a focus on strategic insight and leadership, this role will play a key part in enhancing financial planning, risk management, and resource optimisation across the organisation.

**You Will**:
**Accounting & Finance**
- **Oversee Core Finance Functions**: Ensure accurate and timely handling of accounts payable/receivable, cash management, fixed assets, and general ledger activities by the team.
- **Deliver Timely Financial Reporting**: Lead the preparation of monthly management reports (P&L), cash flow forecasts, GST submissions, and budget analysis to support strategic decision-making.
- **Lead Budgeting Processes**: Drive the organisation’s annual budgeting exercise and mid-year reviews in collaboration with department heads.
- **Support Financial Planning & Investments**: Monitor S3’s investment portfolio and contribute to long-term financial sustainability through revenue diversification and cost control.
- **Ensure Compliance & Vendor Management**: Maintain up-to-date financial policies aligned with best practices, manage subvention reconciliations via the ILTC portal, and oversee finance-related vendor relationships.

**Donation Management**
- **Oversee Donor Records**: Ensure the donor master list is accurately maintained and regularly updated by the team.
- **Ensure Accurate Tax Deductions**: Supervise the timely and precise preparation of tax deduction receipts and annual IRAS submissions.
- **Enhance Donor Experience**: Collaborate closely with the Partnerships Team to deliver a seamless and positive experience for all donors.

**Compliance**
- **Lead Audit Processes**: Coordinate and oversee statutory and internal audits, ensuring timely follow-up on findings and recommendations.
- **Strengthen Internal Controls**: Develop and implement robust internal control systems to uphold financial integrity and accountability.
- **Maintain Policy Frameworks**: Regularly update finance-related policies and SOPs to reflect evolving organisational and regulatory requirements.
- **Ensure Regulatory Compliance**: Ensure alignment with financial governance standards and adapt compliance frameworks to meet changing industry regulations.
- **Support Government Reporting**: Participate in mandatory surveys and submissions to government agencies on finance, procurement, and administrative matters.

**What we are looking for**:

- Someone with a Bachelor’s degree in Finance /Accountancy /Banking or equivalent
- Chartered Accountant (CA) qualification is an advantage.
- Minimum 8 years of working experience in the related field with at least 2 years in the charity or healthcare sector and at least 2 years of experience in leading teams.
- Understanding of charities accounting, donation and grant management is an advantage
- Meticulous and able to multitask
- Independent, proactive and good team player
- Exhibits positive mindset and maturity to cope with changes in a dynamic environment
