Senior Quality Assurance Manager- Global Payment

In line with the globalization strategy and vision of the company, the Global Payments team builds a platform to provide cross-border payment solutions for all ByteDance's products and services, that are growing rapidly worldwide.
**Responsibilities**:
- Lead the Quality Assurance (QA) teams in ensuring operating effectiveness and design effectiveness of the key controls to mitigate KYC, ML, TF, Sanctions, Risk, Regulatory and Licensing risks.
- Design, build and iterate the QA program, which will encompass monitoring and testing reviews on CDD, Name Screening, Regulatory Systems, Risk Management, Regulatory Compliance, and Licensing Obligations.
- Plan and timely execute the on-going monitoring reviews.
- On a periodic basis and in consultation with functional stakeholders, perform testing reviews on selected key controls to ensure robustness of control designs.
- Prepare and issue reports on test activities, observations, and reviews on corrective actions
- Support stakeholders in interactions with internal and external auditors
- To identify process improvements, and partner with product and engineering teams to transform business ideas into technology solutions
- Experience in designing and implementing process design with a high level of automation through ML/AI solutions is an added advantage
- Planning, scheduling and execution of QA Annual Plan
- Maintain up-to-date knowledge and good understanding of industry trends and regulatory changes; leverage on data analytics and be a step ahead in spotting emerging risks so as to future-proof the bank against AML and Sanctions risks
- Engage peers and stakeholders to identify QA process improvements opportunities
- Engage with senior stakeholders to provide updates on the health of AML & Sanctions Controls, champion AML and Sanctions Controls initiatives, and appropriately report on significant control matters
**Qualifications**:
- Bachelor degree or above.
- Experienced and passionate compliance controls expert in the financial services sector, with substantial professional know-how in auditing, monitoring and testing work.
- Minimal 8-10 years of experience at audit/accounting firms, payment institutions/money service businesses, banks, fin-tech companies, financial regulatory agencies, or professional services firms serving financial institution clients.
- Familiarity with regulatory requirements applicable to payment institutions/money service businesses.
- Experience in and understanding of payments, gateway, e-money or wallet products and services, banking functions, MSBs, and/or merchant processing.
- In-depth understanding of, and experience in management of key AML and Sanctions controls, regulatory requirements (including risk management, TRM), licensing conditions and industry standards.
- Possess an innate desire to continuously raise the bar and be persistent in spearheading innovation when implementing the QA program
- Builder mindset, proactive, can-do attitude; able to work effectively with internal and external stakeholders
- Strong execution skills and the ability to react to change, both of which are critical success factors in a startup VUCA (Volatile, Uncertain, Complex, Ambiguous) environment
- Strong communication and negotiation skills to exercise influence and convince stakeholders to accept or adopt new ideas, practices and approaches
- A business mindset with a drive to find solutions that allow business and market share growth in a prudent and long-term-oriented approach
