APAC Engineering & Compliance Lead
Role Summary
The Engineering & Compliance Lead will drive engineering planning and management with a focus on continuous improvement for client mechanical and electrical engineering systems. The incumbent will guide, support and train the on-site facility management teams to ensure correct reaction to all engineering programs, and liaise with JLL engineering resources to ensure timely communication and deployment of policies and procedures. The Engineering & Compliance Lead will collaborate with key client & JLL stakeholders to ensure JLL executes workplace services and projects compliantly and in line with the management contract. The Engineering & Compliance Lead will own and manage the client relationship with the client Regional Head of Building Compliance in APAC.
What this job involves
Engineering Planning and Management
Review and deploy policies, procedures, risk management plan and reporting mechanism to mitigate risk and adhere to client and country guidelines.
Develop and implement preventative and planned maintenance program across all sites
Ensure Permit to Work systems are implemented through relevant protocol involving Responsible Persons, Authorized Persons and Competent Persons
Ensure the Asset and Engineering Management tools are operating in accordance with client and account team expectations and appropriate maintenance reporting is delivered in the required format
Ensure the effective scheduling and allocation of preventative maintenance task, delivering on the strategic objectives for the client
Ensure that work order analysis for both preventative and reactive works are undertaken to determine areas of potential concern within the client’s portfolio.
Manage the Life Cycle Asset Maintenance (LCAM) program for the account, ensuring accurate Asset data and Work Order data to ensure complete effectiveness of the system.
Operational Compliance
Develop and lead all engineering related training to all on site staff ensuring escalation and service standards are aligned and maintained with regional operations procedures.
Ensure that planned and reactive work order reports are developed and communicated within the JLL account team FM team as defined by the client and senior JLL account members.
Ensure effective management of all work order reports and response times are met as per priority response times established within the executed contract. Ensure that fault repair times are met as per repair times established within the executed contract.
Partner with Post Facility Managers to ensure consistent service delivery across all Teams in line with current facilities management framework.
Contribute to monthly report for the client covering the scope of maintenance services, in particular ownership of the Monthly Statement of Assurance.
Working with the delivery teams, ensure plans are in place for portfolio delivery, inspection, test and audit, maintenance/ PPM, and incidents.
Develop efficient processes and procedures to allow facilities management staff to update and monitor the asset and engineering management systems.
Undertake asset and engineering systems compliance reviews to ensure regional and international teams are meeting responsibilities as per JLL and contractual requirements.
Program manage the Account Annual Audit program including scheduling, training of auditors and continuous improvement of the program to ensure assurance in the area of contractual compliance. This includes conducting several audit visits each year across the APAC Region.
Actively assist all facilities management staff in achieving contractual compliance through regular and teleconferences and communication forums.
Program manage JLL’s internal audit program.
Quality Assurance of compliance matters relating to Staff Residential Properties.
Stay abreast of statutory compliance updates across the APAC region via the YGP tool and disseminate any important updates to the respective JLL and client stakeholders.
People Management
Provide effective strategic leadership and direction to Engineering, Health & Safety, Quality & Compliance team by encouraging a culture of open and constructive collaboration and teamwork.
Hire, attract, and retain a team of top talent; provide coaching, mentoring and feedback to foster a culture of continuous improvement

Familiarity with British Standards regarding building engineering and HSSE is necessary.
Working experience in the UK in an engineering capacity is advantageous.
Attention to detail and passion for quality to make sure the best delivery of services.
Ability to work across multiple, matrix reporting environments and prioritize activities accordingly.
Strong understanding of lifecycle asset management.
Strong leadership with abil
