**Job Description**:
**Primary Objective**

Contribute to build a risk-based business competitive advantage for all Singapore entities by establishing efficient and effective outsourcing arrangement management for all SG entities which complies with the Group’s outsourcing policies and regulations.

**Key Responsibilities**

Key Task
- Provide Head Operational & Technology Risk Management, Singapore with initiatives in value creation for pursuing opportunities through risk-based process optimization deployment, in relation to all risks related to Operational Risk.
- Implement Group Risk Management framework, policies, guidelines and other initiatives and formulate sound risk policies and framework appropriate to the SG environment.
- Manage a team to ensure compliance to MAS, BNM and Group’s regulations on risk management relating to Operational Risk Management, Outsourcing and Business Continuity Management.
- Lead and fulfil requirements by Group and MAS regarding Operational Risk Management, Outsourcing and Business Continuity Management, including review and development of all policies on a timely basis e.g., ORM Tools, Process Risk Control Assessment.
- Provide initiatives and support SBU/ SFU on the outsourcing, operational risk identification, assessment and mitigation of business processes, new initiatives and outsourcing arrangements and submission of Outsourcing Register to MAS.
- Work with SBU/SFU in reporting operational risk events to establish root causes and appropriate action plans.
- Conduct review of the KRI thresholds established by SBU/SFG for to ensure relevancy and follow-up on action plans for KRI breaches.
- Coordinate the branch control self-assessment and material risk assessment exercise to identify and address control weaknesses and/or gaps for all outsourcing activities.
- Review relevant risk reports on outsourcing to Senior Management, Group Risk Management and Group Management Oversight Committee.
- Design and execute surveillance to monitor changes in external and internal operating environment and identify gaps and good management practices in mitigating impacts arising from these changes.
- Coordinate and perform review for outsourcing due diligence review.
- Work with SBU/SFU relating to Process on Risk & Control Assessment and ensure compliance with Group PRCA policies and guidelines.
- Ensure timely escalation of material incidents to Group Operational Risk for appropriate trigger of RHB Banking Group in response to adverse events.
- Provide guidance to BRCOs in operational risk area in their role as FLOD ensuring internal control procedures and processes are complied with, and any incidents or findings can be efficiently mitigated and/ or remedied.

**Qualifications**:

- Qualified Bachelor/Master Degree or equivalent experience.
- Min 7 years’ experience in financial services institution, preferably in Operational Risk, outsourcing risk and other control related functions.
- Working Knowledge of MAS requirements under Operational Risk Management, Outsourcing and BCM.
- Ability to establish good relationship and articulate key risk issues with stakeholders.
- Have good written / verbal communication and presentation skills.
