Support the GCD and AD (Field Governance) to professionalise field operations to enhance compliance and governance in the COs and GROs through:

- Review of the GRO Accounts, ensures accurate and timely financial reporting and addresses compliance and audit issues
- Builds capability and capacity for field operations to support the CO’s compliance including recruitment and capability building of staff and grassroots leaders/volunteers
- Ensure good governance for all financial and procurement matters across all grassroots organisations (GROs) are managed efficiently and effectively.

**GCD Office Operations**
- Develop, manage, review and enhance systems and processes to ensure a smooth administrative workflow in the GCD Office
- Plan and co-ordinate GRC Cluster meetings, including providing secretariat support, preparation of meeting agenda and materials, and recording notes of meeting.
- Co-ordinate HR-related matters including recruitment, resignation, deployment of staff at the GRC Cluster-level.
- Support GCD on the planning, facilitating and organising of the GRC Cluster workplan process, involving the relevant stakeholders such as GRAs, GRLs, staff and community partners.

**Competency and Capacity Building**
- Support the AD (Field Governance) to plan and oversee the recruitment and training of all staff and grassroots leaders/volunteers including induction, orientation, milestone programmes and other relevant courses/workshops.
- Engage GRLs and ground staff to identify opportunities and gaps to build the competencies of staff and GRLs.
- Work with NACLI and relevant PA Divisions to analyse, plan, conceptualise, review and fine-tune the contents of the training workshops and materials to ensure they are relevant for staff and GRLs.
- Attend the induction, orientation, milestone programmes and training workshops for staff and GRLs so as to observe the delivery, assess the relevance and effectiveness of these capability building initiatives through engaging the staff and GRLs.
- Work with Heads (GCD Office) to facilitate cross-sharing of best practices at the GRC Cluster.
- Work with COs and Volunteer Management (VM) Division to track, recruit and retain volunteer pool in the GRC Cluster. These include organising volunteer recruitment drives and volunteer orientation programmes at divisional and/or GRC-level.
- Monitor the representation of GRLs in the respective Division in the GRC Cluster to facilitate a representative and healthy renewal of the grassroots movement. These include maintaining an overview of key GROs/GRLs statistics, such as demographic representation; age/ term limits; and working with COs to ensure timely appointment of GRLs.

**CC Management**
- Vet and ensure that all tender documents and Facility Tenancy Agreement adhere to the financial procurement and guidelines.
- Conduct field work to assess and recommend strategies to maximize CCs’ utilization rate.
- Facilitate the review of Business Continuity Plan of CCs in the GRC Cluster.

**Governance for Financial & Procurement Matters**
- Assist AD (Field Governance) in supervising the Finance & Procurement Officers.
- Provide guidance to the CO staff and GRLs at staff and GROs meetings to ensure compliance.

**Others**
- Cover duties of AD (Field Governance) in his/ her absence.
- Prepare relevant reports in a regular and timely manner.
